The Pristina company "Royal", which is to build the luxury hotel "Jadran" on the Suka peninsula in Ulcinj, claims to "Vijesti" that it has money for that investment, that they are in "Royal" after more than a year since signing the contract with the Public Enterprise for Management morsi dobo received the cadastral documents they needed for the construction of the main project, which they have now started following the instructions of the international hotel brand with which they have signed a preliminary data confidentiality agreement.
The company, however, did not specify when the start of work on the new hotel and its commissioning can be expected.
"Royal" bought the company "Star of Montenegro" in early 2023 and assumed the obligation to build a high-class hotel with accompanying facilities. Since the end of 2008, "Star of Montenegro" had a contract with Morski dobro on the use of state land.
From the Government, which was managed by the recent Prime Minister Dritan Abazovic, announced in April 2023 that Annex IV of the contract between Morski Dobr and the company "Royal" from Priština had been signed, which indicated that all the necessary conditions had been created for the valorization of the location of the former hotel "Jadran" in Ulcinj and an investment worth more than 40 million euros.
"Royal" reminded that "Star of Montenegro" had a contract with Morski dobro on the assignment of land for the construction of a hotel on the Ulcinj Riviera.
"The contract between "Royal" and Morski Dobr was signed on April 7, 2023 in Ulcinj. After signing the contract, a licensed surveyor was immediately hired to prepare the necessary documentation and paperwork for starting the procedures for joining the plots, as well as the necessary procedures for creating the project and submitting an application for obtaining a building permit. The cadastral procedures for the land dragged on and were completed in May 2024. Finally, after more than a year from the signing of the contract, we received the cadastral documents - the real estate certificate on May 9, 2024", they stated from "Royal" when asked by "Vijesti" why the works that were announced for September 2023 are delayed.
The company claims that based on the cadastral documentation, work on the project was started immediately.
"The project must be in line with the international hotel brand, with which we have signed a pre-contract that is at this stage protected by the Data Confidentiality Agreement (Non Disclosure Agreement), in order to be in line with the highest international and brand standards", they state in "Royal".
It is emphasized that at this stage the contracted Architectural Project Bureau is working on the project under the supervision and instructions of the brand.
"The moment the project is finished, the project bureau will submit the project documentation to the State Architect in order to issue a building permit. Investments are large and the process of designing a luxury hotel of a world brand is not at all easy, simple and fast. A professional team made up of world-class architects, engineers and hotel experts should approve every phase of the project," reads the memo, which did not directly answer the question of when the people of Ulcinj can expect the start of work on the new hotel, and when it will be put into operation.
The company claims that the parking lot that currently exists at the location where the hotel should be built has not been leased.
"As for the parking lot that was in operation before, it functions under the same conditions as in previous years and has not been leased to a third party. All funds-revenues are intended for land maintenance, payment of taxes and duties, payment of employees who are engaged in "Star of Montenegro" and private security companies", the Pristina company states.
They say that they believe that the construction project "Jadran" will be realized.

There is no room for Nimanbegu's doubts
"Royal" denied that they do not have the financial and personnel resources for the realization of that project, as the President of the Municipality of Ulcinj implied recently in an interview with "Vijesta" Genzi Nimanbeg.
"Regarding Nimanbegu's expressed doubts, the company "Royal" is currently investing and building its luxury five-star hotel of a well-known international brand in the center of Pristina, a residential building also in the very center of Pristina and an elite neighborhood with 360 houses in an elite part of the city. Also, it is currently in the process of obtaining a permit for an investment project to build a residential area of 80,000 square meters, which will be built in two phases. "Royal" owns and manages the main shopping center "Royal Mall" in the new part of the city of Pristina, so there is no room for those doubts," the company states.
