The Government's announced amendment to the Law on Higher Education represents a new opportunity for abuse and manipulation, this time with student scholarships and loans, said Asmir Pućurica, vice-president of the Youth Council of the Democratic Party of Socialists (DPS) and councilor in the Bijelo Polje Municipal Assembly (SO).
