The Pristina company "Royal", which is to build the luxury hotel "Jadran" on the Suka peninsula in Ulcinj, has a deadline of one year from the adoption of the State Site Study (DSL) for that sector, which includes real estate that is the subject of that document, to innovate the technical documentation. to start construction within three months from the date of the construction notification, as well as to complete the works within 48 months from the date of the construction notification of the facility.
This, as told to the "News" in the Public Company for the Management of the Sea Property, is defined by annex IV of the contract for the construction of the hotel, which the state company signed with the Kosovar investor in April 2023.
In the first half of 2023, the investors announced the start of the works for September of that year, but in the meantime, according to the knowledge of "Vijesti", they requested changes and additions to the DSL, which the Municipality forwarded to the Ministry of Spatial Planning, Urbanism and State Property.
From this government department, "Vijesitma" said that the amendments to the plan are in the draft stage and that it will take some time until the final proposal is submitted to the government for approval.
Previously, the Pristina company's answer to the questions of "Vijesti" did not mention DSL anywhere, but that based on the received cadastral documentation - the title deed, work on the project, which must be in line with the international hotel brand, was immediately started.
"The contract on the development of amendments to the DSL, at the request of the Municipality of Ulcinj, was concluded on 31/5/2023 with the manager of the plan development. A draft plan was prepared and submitted for opinion to the authorities for technical conditions. After the positive opinions have been collected, there will be activities to determine the Draft Plan by the Government and the implementation of the Public Hearing. Then follow the activities on the preparation of the Report from the public hearing and the preparation of the Plan Proposal, which is submitted to the Government for adoption", the Ministry clarified the procedure until the final adoption of amendments to the DSL, which could take some time due to the specificity of the ambient value of the area, the protection of authentic cultural - historical urban units, environmental...
From this department, they said that the Municipality of Ulcinj, as one of the reasons for amending and supplementing this DSL, stated that it is necessary to make changes to the textual and graphic part for the location of the former hotel "Jadran", which represent a barrier to investment in that location.

In the Program task, among other things, it is stated that the scope of the plan covers the area of sector 63 of the spatial plan of special purpose for the Coastal area of Montenegro - the zone of marine resources and includes the rocky coast, maquis, the built-up coast around the walls of the Old Town with the pier, the mooring Kacemu, Malu the beach, i.e. the existing protected natural area, residential structure, areas for tourism.
"Given that the area covered by the project, as well as its hinterland, is largely built up and that as such it could represent a resource for the development of this area, it is necessary to plan its recategorization towards exclusive tourist use. Through the development of amendments to the DSL, it is necessary, in accordance with the planning documentation of a higher order, to plan tourist facilities while respecting all restrictions, both from the aspect of protecting cultural assets, bearing in mind that the space is located in the immediate vicinity of the cultural and historical urban complex of Stari of the city and unique ambient values, as well as aspects of environmental protection and other limitations such as climate change, erosion, seismicity, all with the aim of preserving the ambience, identity and peculiarities by which the area in question is recognizable", said the Ministry.
They state that through amendments to the DSL, it is necessary to preserve existing public areas as much as possible, with special protection of green areas.
Also, they add, it is necessary to review through the planning process the possibility of realizing the contents proposed by Morsko dobro, which relate to the extension of the breakwater of the Kacema harbor for greater safety and functionality, the construction of an underwater pier at the western end of Velika Skela in order to reduce the power of the waves and their destructive effect on the existing built structures, the construction of a slipway for pulling out boats with an access road at the eastern end of Mala Plaža and the construction of a new DTS 10/0,4kV 630kVA near the Velika Skela - Old Town of Ulcinj to power the buildings on the Velika Skela since the existing capacities are overloaded.
When the annex to the contract was signed, in April 2023, the Government announced that all the necessary conditions had been created for the valorization of the site of the former hotel "Jadran" and an investment worth more than 40 million euros.

Morsko dobro is not responsible for parking
When it comes to the parking lot that is now located at the location of the "Jadran" hotel, in Morski Dobr they say that they do not issue approval for setting up temporary locations.
They explained that the contract defines that the investor will be given the unhindered use and maintenance of the real estate space that is the subject of that act for the entire duration of the contract.
"The scope of the Agreement also includes cadastral plot 3574, where the program planned location 4.1 - a temporary parking lot. Approval for the operation of temporary locations for the installation of temporary facilities is not issued by the Marine Department, but by the competent local government body," said the state-owned company.
