The Association for the Development of Piper called on Prime Minister Milojko Spajić to postpone the plans for the construction of the bypass through Roga, until the adoption of the Spatial Plan and to get involved in the process of its creation.
They referred to Spajić's recently presented plan regarding the route of the future northern bypass, which would connect the highway with the Podgorica-Danilovgrad road.
"We emphasize that our reaction has nothing to do with politics, but with life problems arising from the bypass planned in this way through the Piper village of Rogami, since 2008. To begin with, we are all aware of the positive effects of the highway, and the Prime Minister mentioned many of them. However, there are also negative ones. From limiting the movement of both people and animals in that area (especially traditional forms) to polluting the environment (air, water, soil) in one of the more potent agricultural parts of the city area." it is stated in the announcement.
The association says that "investors do not fulfill numerous legal obligations towards citizens", and that "the low price of expropriated land has not yet been paid to many owners".
"Now two branches are planned from the Smokovac junction - towards Tuzi and Božaj, which endangers Rogami, both in terms of the cultural and historical heritage of Duklja, and the existence of between 1.500 and 2.000 people, while the hamlet of Ras, where over 30 families live and three companies are operating - it completely destroys and displaces people", according to the association.
"We emphasize that it is inadmissible to introduce such plans in advance, while the process of creating the Spatial Plan of Montenegro is still ongoing, as part of which our Association presented quality alternatives to the plan for the northern road, which dates back to Ivan Brajović's time at the head of the competent ministry, and the same one that "forgot to include the Smokovac interchange itself in the documentation for the highway construction," they add.
They say that this umbrella state document for spatial planning provides an ideal framework for joint and professional planning of roads and that this opportunity must be used.
They said that this is precisely why they are calling on Spajić to postpone such plans until the adoption of the Spatial Plan and to actively participate in the process of its creation, to consult the profession and citizens, especially those who will "feel the direct negative consequences of such a plan".
"We emphasize that this is an area that has been intensively populated in recent years, and that accordingly - it deserves additional sensitivity in terms of careful planning of infrastructure interventions that would negatively affect the lives of the local population. On behalf of the Association, we confirm that we will be a constructive partner in that dialogue , but also that we will persist in defending our space and our rights," the announcement concludes.
