The trade union organization of the employees of the Directorate for Inspection Affairs addressed Prime Minister Milojko Spajić, asking him, among other things, whether the administrative part of the employees of the Directorate will lose their jobs.

In an open letter, the president of that trade union organization, Ivan Todorović, called on Spajić to include the process of assigning employees.

The letter addressed to Spajić is transmitted in its entirety:

"Dear Prime Minister, we are addressing you on behalf of the representative trade union organization of the employees of the Directorate for Inspection Affairs, in the hope that you will provide us with answers to the most important questions, which are of existential importance for us and our families.

"As we learned through the media that amendments to the Law on Inspection Supervision have been adopted and that the Government of Montenegro will pass a Decree planning the decentralization of the Directorate for Inspection Affairs, i.e. its disbandment, on behalf of the employees of the UIP, which, according to the Constitution of Montenegro, as well as the ratified conventions of the International Labor Organization, have their guaranteed rights to work, we hereby request you to give us answers to the most important questions for us:

1. Is it planned to transfer all civil servants and employees of the Directorate for Inspection Affairs to line ministries, that is, will the administrative part of the employees of the Directorate for Inspection Affairs be out of a job?

2. Will the same civil servants and employees of the Directorate for Inspection Affairs, who are not inspectors, and there are about 80 of them, be adequately distributed, bearing in mind that they are employed in different municipalities (Nikšić, Bar, Pljevlja, Berane, Rožaje, Plav , Kolašin, Mojkovac), would the relevant ministries provide them with the conditions for work in those municipalities?

3. When will the employees of the Directorate for Inspection Affairs be familiar with the Regulation by which the Government plans to implement the decentralization of the Directorate for Inspection Affairs and in what way?

4. Have the relevant Ministries created systematizations, which are necessary for taking over inspectors and employees from the administration of the Directorate for Inspection Affairs?

5. When will the amendments to the Law on Civil Servants and State Employees be adopted, by which the Government, or rather the Ministry of Public Administration, planned to improve the position and work of inspectors?

"We note that our trade union organization, that is, the majority of employees, was against this way of resolving the status of the Directorate for Inspection Affairs and its reorganization, about which we have informed you and the public many times, for this reason and with the aim of a satisfactory solution for the employees of the Directorate for Inspection Affairs , in accordance with the set legislation, we require you to include us in the entire process of assigning employees, in order to make a quality contribution to assigning our colleagues to jobs where they would achieve the best work results and which correspond to their knowledge, experience and abilities.

"We remind you that the Minister Mr. Dukaj, as a guest on the Okvir show, broadcast on March 8.3.2024, XNUMX, stated that none of the employees of the Directorate for Inspection Affairs will be out of a job, and that he will personally make sure that a model is found for each employee to receive their work a place we sincerely hope for.

"We appeal to you, the Government of Montenegro and the Ministry of Public Administration to provide the employees of this body with answers to the above-mentioned questions as soon as possible, only for the reason that they have worked sincerely for decades to protect the public interest and for the benefit of all citizens of Montenegro.

"We note that the Directorate for Inspection Affairs is one of the five state institutions that fulfilled the obligations from the EU accession program in full 100%. The Directorate provided a special contribution in PP 28 Consumer and Health Protection, which resulted in the Western Balkans Public Administration Award 2022 ( Award for Public Administration of the Western Balkans 2022), for the project 'Central Information System for Consumer Protection (CISZP)', after which this chapter in the consumer section was ready to be closed," the opening letter states.
