Yesterday, the government canceled the decision on the long-term lease of land at the Briska gora site in the Ulcinj municipality, where the consortium consisting of the state-owned Elektroprivreda (EPCG) and "Fortum and Sterling&Wilson" from Finland was supposed to build a solar power plant.
The contract for the lease of land for the construction of SE on Briska gora between the Government and the company's consortium was signed at the end of 2018. According to earlier announcements by EPCG, it was planned that the realization of the investment would begin in 2020, and production at the end of 2021, which did not happen. The contract was annexed five times and the energy company announced that they are waiting for the Spatial-Urban Plan for Ulcinj to start the investment.
The investment was worth around 210 million euros, and it was announced that at least 226 workers would be employed.
At the end of last year, the government tasked the Ministry of Energy and Mining to form a new tender committee that will re-evaluate the bids received at the public invitation for the construction of the solar power plant "Briska gora" in the Municipality of Ulcinj.
"In the process of implementing activities according to the Public Invitation published on May 19, 2018, bids were submitted by three bidders, and the Tender Commission made a Decision on determining the ranking list, according to which the consortium "Fortum and EPCG" achieved the status of the first-ranked bidder, the second-ranked bidder was bidder consortium "IREDL", while the offer of consortium "Montesolar" was evaluated as formally incorrect. In the court proceedings that followed, the Administrative Court issued a verdict that accepted the lawsuit of "Montesolar" and annulled the decision of the Tender Commission. In order to implement the court verdict and overcome the existing problems in the implementation of this important project, the Government tasked the Ministry of Energy and Mining to form a new tender commission for the evaluation of the documents submitted by public invitation", the Government announced after the session.
The Department's Tender Commission, headed by Minister Saša Mujović, as stated in yesterday's Government information, completed its work in July when it concluded that none of the three bids received met the conditions of the public call, so Mujović's department made a decision at the beginning of July to cancel the call for tenders. lease of land and after that turned to the protector of property and legal interests of Montenegro in order to obtain an opinion regarding the regulation of the status of the contract and taking further steps. The protector states that the government should annul the decision and that there is no basis for further implementation of the lease agreement.
