The construction of the second route of the cable car from the location of Kuk (above the Bay of Kotor) to Cetinje would cost 58,32 million euros including value added tax and without expropriation costs.
This was officially told to "News" in the Ministry of Finance, from which it was clarified that this calculation was arrived at on the basis of three analyzes carried out by the Capital of Cetinje.
Prime Minister Milojko Spajic and the mayor of Cetinje Nikola Đurašković had a meeting at the beginning of May where one of the topics was the further construction of the cable car. Although at the time, among other things, it was announced "that the conditions could be created already in June to allocate funds for the cable car from the budget", this money was not found in this year's budget rebalance.
"During the last meeting between Prime Minister Spajić and Mayor Đurašković, there was talk of the possibility of rebalancing the budget for 2024 or the budget plan for 2025 to create the conditions for the continuation of the construction of the Kotor-Lovćen-Cetinje cable car, and to launch a tender procedure that includes design and construction. . As it is about the budget of the state and not the capital, we suggest that you contact the Government for more information about the rebalancing. We expect that the budget plan of Montenegro for 2025 will allocate funds and create conditions for the continuation of the implementation of this important project for our city and country", Đurašković's cabinet told "Vijesta".
As explained by the conclusions adopted by the Senate of the Capital City, the Capital City undertook to create preconditions for the continuation of the construction of the cable car project, to carry out a series of preparatory actions that entail the preparation of three analyses: a justification study, a cost-benefit analysis, and a detailed study of the area.
"The mentioned studies were completed by Prijestonica before the set deadlines and submitted to the Prime Minister and the competent ministry," said Đurašković's cabinet.
When asked by "Vijesti" why the budget revision did not include money for the continuation of this project, the Ministry of Finance clarified that the revision within the Capital Budget did not define new activities (projects), but only made technical changes to the legal explanations of certain already existing projects, estimated values, as well as the relocation of funds within already existing projects at the Traffic Administration and the Administration for Capital Projects, the realization of which is taking place at a faster pace than planned.
"Additionally, after completing the technical documentation, the Capital of Cetinje submitted it to the Ministry of Finance in mid-August, when the rebalancing proposal was already adopted by the Government and submitted to the Assembly of Montenegro for further consideration and adoption. Certainly, this project is of great importance and is the subject of consideration in the process of drafting the budget for 2025", said the Ministry of Finance.
In this department, they stated that the Capital of Cetinje, in accordance with the conclusion of the Senate of the Capital from January 2024 on the continuation of the construction of the cable car from Kotor to Cetinje, completed the preparation of a justification analysis, a cost-benefit analysis and a detailed study of the area with an assessment of the visual impact, as well as a project task with urban-technical conditions approved by the Ministry of Sustainable Development and Tourism.
"The project in question envisages the continuation of the construction of the cable car from the already built and functional Kuk station (above the Bay of Kotor) to the intermediate station at Ivan's troughs and the final destination at Cetinje near the Summer stage. According to the submitted material, the total estimated value of the route in question is about 48,2 million euros without VAT (58,32 million euros with VAT) and without expropriation (about 85% of the land is owned by the state, the rest needs to be expropriated ).
The consortium consisting of the Podgorica company "Novi Volvoks" and the Italian "Leitner" is interested in continuing the construction of the cable car to Cetinje with an intermediate station at Ivan's Korite.
On August 14 last year, this consortium opened for commercial use the cable car from the location "Dub" in Kotor to the location "Kuk" on Mount Lovćen and received a concession from the state for a period of 30 years for this section.
The consortium, as previously told to "Vijesta", projected in its business plan that the effects on the state budget in a period of 30 years will be around 79,6 million euros.
"Of the projected 79,6 million euros, 15,2 million refers to the concession fee, 7,7 million to the profit tax, the VAT net effect is projected to 33,3 million and 23,4 million are taxes and contributions to salaries." it was announced earlier from the consortium.

According to the Government's concession act, for the implementation of the cable car project "Kotor-Cetinje" from 2015, the cable car route is divided into three parts with four specific terminal locations - Dub, Kuk (intermediate station), Ivanova korita (intermediate station) and Cetinje, with a total length of about 15 kilometers.
"The Dub-Kuk section is 4.130 m long, the Kuk-Ivanova Korita section is 3.517 m long and the Ivanova Korita-Cetinje section is 7.454 m long," it says in this document.
The location for the concession is determined by the Special Purpose Spatial Plan (PPPN) for the Lovćen National Park.

Prime Minister Spajić pointed out at the meeting with Đurašković this spring that it is a very good project that will have the full support of the Government and that the money for the construction will be allocated from the capital budget.
"During the meeting, it was emphasized that this is the most important investment at this moment for Cetinje and that it is realistic to expect that the works could be completed by the celebration of 20 years since the restoration of independence", the government announced.
