The Director of the Energy Community Artur Lorkovski informed the Minister of Energy Saša Mujović that he will review the Decision of the Ministerial Council of the Energy Community from December 15, 2022, which defined the national energy and climate goals of Montenegro until 2030.
Montenegro is then obliged that the share of renewable energy sources in the total final consumption will be 50 percent, as well as that the total emission of gases with the greenhouse effect will amount to 2.420 kilotons of CO2.
"The first criterion is achievable, while the reduction of greenhouse gas emissions from the current 3.307 kt of CO2eq on the required 2.420 kt CO2eq is not achievable until 2030. Namely, in order to achieve a reduction of 27 percent, it would be necessary to either significantly reduce the production level of the Pljevlja Thermal Power Plant or to act on the transport sector and replace a high percentage of cars with electric cars (hybrid vehicles)," the Ministry of Energy said in a statement.
They add that taking into account the socio-economic situation in the country, both options are unacceptable.
Lorkovski suggested that the Decision be reviewed and a working group be formed that would define the proposal for adoption, thereby positively responding to the request sent by Mujović on August 21.
Mujović, together with the experts involved in the preparation of the National Energy and Climate Plan, determined that only Montenegro was not taken into account the reduction of emissions from the LULUCF sector (Land Use, Land-Use Change and Forestry - reduction of CO2 emissions due to the action of forests) when making the Decision and defining goals. In other words, significantly stricter rules apply to Montenegro than to other European countries.
"I believe that we are doing a great thing for Montenegro and we are setting realistic goals that we can achieve without jeopardizing the national economy, first of all the work of the Pljevlja Thermal Power Plant. I thank Mr. Lorkovski for his support and I believe that we are on the right track to correct a kind of injustice done to Montenegro Gori, and to which there was no reaction from the line minister Ana Novaković-Đurović at the time," Mujović points out.
