The procedure of passing the new Law on Energy, into which the European Directive 2019/944 will be transposed, which refers to the common rules for the functioning of the internal electricity market, is underway, announced the Minister of Energy, Saša Mujović.
"We are pleased to point out that during the public debate, more than 300 comments were received on the text of the Law, which speaks volumes about its importance, the transparency of the procedure and the interest of the public," said Mujović. As he states, this law is from the category of fundamental energy laws, especially important from the aspect of connecting the Montenegrin electricity market with the European one.
As he states, the Law provides numerous benefits for citizens and economic entities, as it allows them to consume, store or sell electricity, as well as to participate in service provision programs that affect the flexibility of the power system.
"In other words, citizens will be able to voluntarily give up electricity consumption in certain moments, when there is a shortage of energy in the system, and be paid for such action. Also, the Law recognizes dynamic electricity prices, instead of fixed prices. Namely, the price of electricity depends on the price on the market, which varies during the day, so it can be shown that it is economically more profitable for citizens to pay different prices for energy during the day. Finally, the Law defines the concept of "energy poverty" and the mechanisms available to the state to protect vulnerable categories of the population", explains the Minister of Energy.
In addition to this law, they announce, the new Law on cross-border exchange of electricity and natural gas will soon be discussed at the public hearing, the adoption of which will complete the transposition of the entire package of regulations of the Energy Community. In this way, our legislation in the field of energy will be harmonized with the acquis of the EU.
