The highest unemployment rate in Montenegro is in the municipality of Petnjica and is 73,48 percent, while the lowest is 1,79 percent in Kotor, according to the data from the half-yearly report on the work of the Employment Service relating to the end of June.
According to these data, there are a total of 1.301 working residents in Petnjica, of which 345 are employed, while almost three times as many are registered as unemployed at 956.
Kotor has 9.575 working-age residents, of which 9.404 are employed, and there are only 171 Kotor residents at the office.
In as many as five municipalities, the unemployment rate is over 50 percent, that is, there are more unemployed than employed residents.
After Petnjica, Gusinje has the highest unemployment rate at 67,78 percent, where 317 citizens work, and the number of unemployed is 667. The unemployment rate in Andrijevica is 56,71 percent, where 600 employees work, while 786 unemployed people are waiting for a job at the bureau.
In Plav, unemployment is 55,21 percent, that is, 1.514 people are working, while 1.866 of them are waiting for a job. In Rožaje, the unemployment rate is 54,32 percent, so 4.525 unemployed are waiting for work in this municipality, while 3.806 are already working.
Of the five municipalities with the highest unemployment rates, four are with a Bosniak majority. In the past 18 years, the Bosniak Party has been part of the ruling coalition for 16 years.
A significant unemployment rate also exists in the municipality of Berane, where it is 40,74 percent. There are 5.691 employed and 3.912 unemployed in this city.
In municipalities with high unemployment rates, there is also a high percentage of people who have a document stating that they are disabled, which is why they have an increased regular monthly allowance and do not have the obligation to report to the labor office for a job, nor can they be deleted from the records and lose their right to compensation .
Thus, in the municipality of Berane, out of 3.912 unemployed, 2.102 or 53 percent of them are registered as persons with disabilities. In Andrijevica, people with disabilities make up 54 percent of the total number of unemployed, in Petnjica 48 percent, in Rozaje 41 percent, Plav and Mojkovac 27 percent each...
The national average unemployment rate at the end of June is 11,56 percent, while in most municipalities in the north it is over 20 percent, while in most cities on the coast it is below five percent.
The unemployment rate in Bijelo Polje is 26,54 percent, in Kolašin it is 30,24 percent, in Mojkovac 34,58 percent, in Pljevlja 22,22 percent, and in Plužine it is 24,08 percent. In the north, the unemployment rate below 20 percent is in Šavnik with 19,4 percent and Žabljak with 14,48 percent.
On the coast, after Kotor, Herceg Novi has the lowest unemployment rate, where it is two percent, because this city has 15 employees, and only 307 people are registered as unemployed.
Budva, with 579 unemployed and 27 thousand employees, has an unemployment rate of 2,08 percent. Tivat has 9,2 thousand employees and 201 unemployed, so the unemployment rate is 2,14 percent.
The unemployment rate in Bar is 5,49 percent, that is, there are 18,6 thousand employed and 1.084 unemployed in this city. Ulcinj has the highest unemployment rate on the coast at 9,27 percent, where 751 people are registered as unemployed, while ten times as many, 7,3 thousand, have jobs.

In the central region, Podgorica has the lowest unemployment rate of 4,63 percent, that is, 112 thousand people work in the capital, while 5.453 of them are registered at the bureau.
Out of the total number of employees in June at the level of the entire country of 265 thousand, 42,2 percent have jobs in the capital. While of the total number of unemployed people of 34,7 thousand, 15,5 percent live in the capital.
After Podgorica, Danilovgrad has the lowest unemployment rate in this region with 12,22 percent. This municipality has almost five thousand employees and 692 unemployed.
Nikšić, once the largest Montenegrin industrial city, now has an unemployment rate of 15,17 percent, that is, this municipality has 18,4 thousand workers and 3,3 thousand unemployed.
The unemployment rate in the capital Cetinje is 17,09 percent, that is, it has 4,1 thousand workers and 847 unemployed.
The youngest municipality of Zeta has an unemployment rate of 16,2 percent, because it employs almost three thousand workers, and there are 566 unemployed.
Tuzi has the highest rate of unemployment in the central region at 24,44 percent. This municipality has 821 unemployed and two and a half thousand employees.
