Citizens or companies who want to report a problem to the inspection services cannot do so because most of the ministries did not publish the contacts of the inspections they took over after October 1, when the Directorate for Inspection Affairs (UIP) officially ceased to exist.
In addition, due to the shutting down of the Administration, the new seals of most inspections are not ready, which is why inspectors cannot carry out controls, many did not receive scheduling decisions, so they stay in the old premises of the UIP, there are no regulations in the ministries on harmonizing seals and identification....
"From October 1 to yesterday, one inspection was carried out out of a total of 26 inspections," said one of the inspectors for "Vijesti".
The Government previously said that the decentralization of the UIP has been successfully completed and that all inspectors are in their places and that everything is functioning without problems.
However, former UIP workers (inspectors) claim the opposite for "Vijesti" - they don't have stamps, they don't know where their workplace is and what their duties are.
They claim that none of the inspectorates that worked under the former UIP did not carry out inspections for seven days because they do not have their own seal, and they explained that they are allowed to use the old inspector identification cards from the Administration, but that they cannot carry out inspections without a seal.
They also emphasized that according to their information, the educational inspection carried out an inspection with the seal of the Ministry of Education. They claim that it is illegal, because that seal does not correspond to the identification, as the Law on Inspection Supervision requires, and that there is still no rulebook for them in the ministries on harmonizing the seal and identification.
"Part of the inspectors do not work in the ministries, as previously announced, but in the old field locations of the UIP. Some of them were told that there is no place for them in certain ministries, so they go to work at the premises of the UIP in Zabjelo, and some of them have not even been there yet because "they have essentially nothing to do", the inspectors stated.
The inspectors said that some of them have not yet received scheduling solutions, but only a proposal.
"We received a list of who is where and supposedly our files are also there, but no one has received a schedule solution, so we gather on our own initiative in the old offices of the UIP in Zabjelo. "Without scheduling solutions, we don't know where our workplace is, neither our obligations nor our tasks," the inspectors said.
As the source told "Vijesti", they work on one computer and write down some cases and applications manually, so that they have their records and can act on them when they receive the conditions for work.
A shipping company in Podgorica confirmed that since Tuesday last week they have not had an inspection by the Health and Sanitary Inspection and that the inspectors with whom they previously cooperated told them that they did not have a stamp. Another shipping company told "Vijesta" that they did not need to cooperate with that inspection in the past seven days due to the smaller volume of work, but that they were also informed that there was no seal.
Instead of stamps, work authorizations
Regarding this situation, "Vijesti" yesterday contacted all government departments that took over inspections from the UIP.
As they told "Vijesta", the Ministry of Health took over the officials of the health and sanitary inspection, but they still don't have the stamp. They explained that for the purpose of smooth operation, on October 2, they sent a letter to the Ministry of Public Administration (MJU) with a request for the production of stamps and that they expect them to be available next week.
That is why, as they stated, due to the performance of work tasks for part of the jurisdiction of this inspection, they issued work authorizations for 36 health and sanitary inspectors.
"These powers of the head of the state administration body have the character of identification, and they produce legal effect starting from October 1," said the department.
Given that there is no contact for this inspection on the website of that ministry, they stated that the inspection is located in the premises it used before.
The Ministry of Culture and Media also stated that on October 7, they also submitted a request for the creation of MJU seals, so they expect to receive them in the coming days.
The Educational Inspection uses the seal of the Ministry of Education for the work and certification of the acts it passes. As they told "News" from that department, Article 7 of the Decree on the Promulgation of the Law on the State Seal and Seals of State Bodies stipulates that the seal is placed on acts by which the state institution decides or communicates officially with bodies, institutions, companies and citizens.
"Using the possibility prescribed in Article 10 of the regulation, the Ministry initiated the procedure of creating more seals to enable the educational inspection to function. The end of the procedure is expected by the end of the current week", they said from this department.
There are no problems in the Real Estate Administration
The Department of Tourism pointed out that they have taken over 35 officials from the UIP, and that in order to ensure the work of the arriving tourist inspectors, on October 3rd they sent a letter to the Ministry of Interior for the production of 25 stamps. That department, they say, informed them on October 8 that the request for production had been sent to the stamp cutter "Faksimil" and that they would receive them as soon as possible.
From the Department of Sports and Youth, they emphasized that they officially took over six sports inspectors from October 1, and that they turned to MIJU for the creation of a seal so that the inspectors could work according to the law.
"We have informed the Ministry of Finance that we are taking over the UIP's record giro accounts, i.e. the state account for the payment of public revenues from Article 2 of the Order on the method of payment of public revenues, which refers to fines imposed by the Sports Inspectorate", they pointed out from this department .
They also added that they turned to the Ministry of Justice for an opinion regarding the misdemeanor order form, because the earlier one, which imposed penalties, was in the name of the Directorate for Inspection Affairs. They pointed out that they had taken all the measures prescribed by law so that the inspection would immediately take all the actions according to its competences after the stamps were made.
The Real Estate Administration, which took over the geodesy inspector, said that all the necessary conditions for the inspection work had been created and that there were no problems, while the Bureau of Metrology said that the seals had been made and that there were no problems for the inspectors who do metrological-inspection supervision. The Institute also told "Vijesti" that according to the government's decision, they have started integrating employees into their system, that they have drawn up a new Rulebook on internal organization and systematization, which has been sent to the competent ministry, and its adoption is expected next week.
"We have a record of cases that have been initiated at the UIP and which have not been completed. Metrological inspectors have been provided with the necessary conditions for performing regular activities, so that they are already acting according to the requests of the courts", the Institute pointed out.
"Vijesti" expects answers from the departments of economic development, energy, finance, spatial planning, labor, social care, mining, public administration and ecology, and the Water Administration.
Most ministries without inspection numbers
Although it is the legal obligation of the Government to make the contacts and names of inspectors publicly available, there is no such information on the websites of individual ministries.
On the website of the Ministry of Economic Development, there is no contact for the Inspection for Electronic Communications, Postal Activities and Information Society Services.
There is no sports inspection on the website of the Ministry of Sports and Youth, nor is there a contact of the health and sanitary inspection on the website of the Ministry of Health. There is no information for the tourism inspection on the website of the Ministry of Tourism, and there is no contact for the Inspection for Games of Chance at the Ministry of Finance.
In the Ministry of Culture and Media, there is no inspection for the protection of cultural assets, heritage and activities on the list. The same is the case with the Ministry of Social Welfare, Family Care and Demography, which was responsible for the inspection of social and child protection.
The Ministry of Ecology has no contact for the Environmental Inspection, and the Ministry of Spatial Planning did not publish data for the inspection for housing, but only for the construction and urban planning inspection, which was previously under the authority of the Ministry of Environment.
On the MJU website, there is a contact for the chief administrative inspector, while the contact for the Information Society Inspection, which is now under their jurisdiction, is not clearly indicated. There is no geodesy inspection on the website of the Real Estate Administration, and there is no contact for the forestry inspection on the website of the Forestry and Hunting Management Administration...
The Ministry of Energy has published data and contacts of inspectors for electric power inspection, as well as the Ministry of Labour, Employment and Social Dialogue for the Labor Inspection and the Occupational Safety and Health Inspection. Data and contacts for the educational inspection are on the website of the Ministry of Education. And the Water Administration has published names and contacts for inspectors by city, and contact information for the Metrological Inspection has been published by the Metrology Institute.
