The Civil Aviation Agency (ACV) reacted to the article "A new systematization is being prepared in the Civil Aviation Agency: They propose to double the number of employees" which was published today on the Vijesti portal.

"In today's text on the 'Vijesti' portal, which is full of imprecise and incorrect interpretations of the proposal for the Rulebook on the organization and systematization of workplaces, it is also stated that the director of ACV, Ivan Šćekić, proposes doubling the number of employees, which is untrue.
If it were as stated in the text and the title, instead of the current 60 systematized jobs (and not 49 as claimed by unofficial sources), 120 jobs would be foreseen, which is not the case according to the new systematization proposal.
Also, in the initial proposal, which is subject to change - as we have already stated, it is not about increasing employment, but the option of increasing the number of positions for the advancement of the Agency's existing staff is considered for the most part, after they have fulfilled the necessary supervision conditions over a period of several years. .
It is not possible to legally fill those positions until those employees gain the necessary supervision experience, because apart from the Agency, no one else supervises in that area to be employed for those positions.
In addition, the Director of the Agency, when the Council is considering the systematization proposal, will also present an option according to which the issue in question does not have to be resolved in this way, because there is always the possibility that the systematization will subsequently be changed when the time comes for someone to be promoted, by changing that specific places in a higher rank. Therefore, the number of proposed positions in the systematization would be greatly reduced.
In addition to highly specialized staff with experience in aviation, an institution of these responsibilities everywhere, including in Montenegro, needs professional legal support for aviation staff.
Given that the Agency has a negative opinion of the State Audit Institution for the work in the previous period, which was evaluated for the year 2023, when the current director was not at the head of the CAA - the staff needs to be strengthened, except for the dominant ones with experience in aviation, in the legal profession and in finance - the economic part.
We repeat that the allegations that the President of the Council opposed any proposal are not true, because this has yet to be considered when it is on the Council's agenda," the CAA responded.
