Monteput has again announced a tender for the development of conceptual solutions for the section of the Adriatic-Ionian highway, from Bar via Ulcinj to the border crossing Sukobin, and this work, as in the previous attempt, was estimated at 150 thousand euros.
The planned section is 42 kilometers long, and the goal of this technical documentation is to map out the optimal corridor of the Adriatic-Ionian highway, which would go from the southern part of the Sozina tunnel, towards Bar and Ulcinj, all the way to the border with Albania.
The tender was officially announced yesterday, and will last until November 1, according to the documentation published on the Montenegrin Electronic Public Procurement (CeJN) website.
This is the second time that a tender for the design of this section has been announced, after the first, which lasted from July 22 to August 7, was canceled because the bidders were excluded due to improperly made statements. The decision to cancel the tender was made on September 30, at the proposal of the Commission for the Implementation of the Public Procurement Procedure.
Then the joint offer of the Podgorica company "Geotechnics, projects and consulting" and the Mostar company "IGH" was excluded, after it was determined that their statements were made incorrectly. On the same basis, two more offers were excluded, that of the company from Skopje "Građevinski institut Makedonija", but also the joint offer of the company "Decom group" from Podgorica, the company "Louis Berger" from Belgrade and the company "SBCC" from Cetinje.
This new tender for designing a part of the Adriatic-Ionian highway is worth 150.000 euros
It was clarified that the companies were excluded on the basis of Article 108 paragraph 5 of the Law on Public Procurement, which stipulates that bidders whose statements have not been submitted, do not contain the necessary information or are incorrectly prepared, are excluded from the tender.
"The ordering party will exclude the business entity from the public procurement procedure if it determines that it has not submitted the statement of the business entity or the submitted statement does not contain the information and data required by the tender documentation or is improperly prepared," this article of the Law reads.
