The construction of the new football stadium in Cetinje, which is delayed by four years and whose costs have risen to 10,3 million euros, could be completed in December, but it is more likely that all works and equipment will be completed by May next year, "Vijesti" reported. from the Administration for Capital Projects and the Capital City of Cetinje.

The investors of this project are the Government with about 50 percent and the Capital and the Football Association with about 25 percent of the value of the works. From the mayor's office Nikola Đurašković to the question of "Vijesti" whether it has been agreed who will manage the stadium and whether it has been decided what name it will bear, they answered that they sent an initiative to the other co-investors in order to agree on all this.

Permit issued in 2015.

The construction permit for this project was issued back in 2015, and work officially began on November 17, 2017, nine days before the local elections in this city. At that time, it was announced that the construction would cost 8,8 million euros, and that it would last three years. The main contractor was the company "Erlang".

The foundation stone was laid by the then prime minister Dusko Markovic, mayor of Cetinje Aleksandar Bogdanović and president of the Football Association Dejan Savicevic.

"The construction of the stadium in Cetinje has entered the final phase. About 20 days ago, we had a meeting with the Football Association of Montenegro and the Administration for Capital Projects, and we were assured that the stadium will be completed in the first half of the next year at the latest", Mayor Đurašković's office told "Vijesta".

The capital took over part of the additional works

When asked why the works are being delayed, since the first deadline for completion was November 2020, the capital city said that the manager of the work on the construction of the football stadium is the Capital Projects Administration and that all information regarding the dynamics of the works and the reasons for we request the delay from that administration.

"The capital of Cetinje is a co-financier in the realization of this project and we performed all our obligations stipulated in the Agreement on the construction of the stadium regularly and within the agreed deadlines. Also, in order to complete the construction of the stadium as soon as possible, we took on the obligations of financing additional works at the stadium that appeared later and completely took over and implemented the landscaping of the grounds around the stadium, including the construction of a new road with parking spaces", stated Đurašković's office.

The field until the end of the year, winter permitting

The Directorate for Capital Projects told "Vijesta" that it remains to complete the work on the playing field, the installation of a hybrid grass surface, chairs in the stands and on the field, a sports scoreboard, a diesel generator, as well as to carry out work on the hydrotechnical installations of the field. and automation installations.

When asked when the works can be expected to be completed, the Management stated that the contractor for field work was brought into the work at the beginning of August 2024.

"The agreed deadline for the completion of the works is four months from the introduction of the contractor into the work. Activities on the procurement of equipment and preparatory work on the playing field are underway. Taking into account the location of the construction of the building and the coming winter/rainy period, the expected date of completion of the works is the end of 2024 - the beginning of 2025", the Administration stated.

There were several deficiencies in the documentation

When asked why this investment, which should have been completed four years ago, is being delayed, the Management stated that there were several deficiencies and inconsistencies in the main stadium project and project documentation.

"Due to deficiencies in the revised main project, inconsistency of the project documentation with the situation on site and changes to the national regulations for loading buildings with snow and wind, it was necessary to control and supplement the revised main project, in order to determine the total scope of work necessary for the construction of the facility that will be safe for use and functional during exploitation. All these issues and the activities undertaken have resulted in an increase in the investment value and a prolongation of the deadline for the completion of construction", the Administration stated.

The final price is 10,36 million

The final value of the contracted works amounts to EUR 10.360.48,61, of which the value of the contract for the execution of additional works amounts to EUR 1.597.203,15.

"So far, 9.082.718,09 euros have been spent on the construction of the Cetinje Stadium, of which the Capital Projects Administration financed the amount of 4.687.718,09 euros, the Football Association of Montenegro 2.238.000 euros, and the Capital of Cetinje 2.157.000 euros . The remaining amount is financed from the state budget", it was stated from this administration.

The new stadium is designed to meet the most demanding UEFA standards, which will allow it to host international and national team matches.

The total capacity of the stadium is 5.192 seats, which are divided into four segments.

The eastern segment consists of a tribune with a capacity of 2.103 spectators in the tribune and 98 in the boxes. The western part includes space for football teams, delegates and staff at matches and for the needs of the media, and has a capacity of 2.129 spectators in the stands and 145 in the boxes.

The northern one consists of an uncovered grandstand with a capacity of 717 seats reserved for away fans, while the southern segment is the ground floor part dedicated to commercial facilities oriented towards the access square.

The capital called for an agreement on ownership and management

When the foundation stone was laid in 2017, it was announced that the future stadium would be named "Sveti Petar Cetinjski", instead of the previous name Obilić Poljana, as the military training ground at this location was called since the end of the 19th century. The previous stadium, where the Lovćen Football Club played, was built on that site in 1957 and used the name Obilića poljana.

The future name of the stadium needs to be approved by the Government.

Also, by May, co-investors the Government, the Capital City and the Football Association should agree on the division of future business space within the stadium, as well as on who will manage it and who will manage the demanding work related to its maintenance.

"Vijesti" asked whether it had been agreed who would manage the stadium and whether it had been decided what name it would bear.

"Regarding the management and maintenance of the stadium, the Capital sent the initiative to the competent state institutions and the Football Association of Montenegro in order to regulate mutual relations, which relate to the ownership structure, management and maintenance. We still haven't received an answer to our initiative, and we hope that we will soon have a meeting where these issues will be defined", announced the office of the mayor of Cetinje.
