Airports of Montenegro (ACG) suspended the public call for the lease of 24 taxi stands at the Podgorica airport, because none of the received offers were correct. That decision was made on October 25 by the executive director of this company, Roko Tolić, and objections to it were possible until yesterday.
The state ACG officially told "Vijesta" that they will repeat the public invitation when the conditions are met and the legal deadlines for objections have expired, but that they have not yet received any.
On September 13, ACG published an invitation to lease a total of 24 parking spaces for taxi drivers, as well as two spaces of 1,5 square meters each in the building of this airport for setting up a dispatch desk.
The rental price per space was 300 euros plus VAT, while the parking lot was rented out in two parts, 14 spaces along the main road and ten in the bus parking lot. The minimum rental price for these 14 places was 4.800 euros plus VAT per month, while the same for these ten was 2.800 euros plus VAT. The call officially ended on October 4, and only Zeta companies could apply.
"In accordance with the regulations, the executive director's decision was made to suspend the procedure, to which bidders have the right to object within five days from the day of receipt of the decision, which is decided by the commission. None of the submitted offers met all the requirements in terms of content and method of delivery. The first bidder for lot 1 did not submit extracts from the criminal record stating that the persons are not in the criminal record, for the prescribed number of persons (31), and he did not do this for lot 2, for the prescribed number of persons (22). The other did not submit the offer individually by lots in separate envelopes. "Also, the offer did not contain a significant number of required evidence related to extracts from criminal records, bank guarantee, taxi identification for persons who would perform taxi transportation", said the ACG.
The taxi positions remained vacant because the contracts with the previous tenants, namely the Podgorica companies "Halo taksi" and "Royal taksi", were terminated in May. Tolić explained to "Vijesta" in September that they received a clear answer from the Capital City's Traffic Secretariat, in which it was stated that taxi drivers from the Podgorica area can no longer have a license to carry out departure transport from this Airport, which is why they were able to do so without legal consequences. terminate contracts.
The municipalities of Zeta and Podgorica are still not formally separated, but Zeta actualized the fact that the airport territorially belongs to them, so according to the Law on Road Transport, passengers can be picked up at this location only by taxi associations that are licensed by them and have their license plates. .
Lawsuit
ACG explained that on August 15, the company "Halo Taxi" filed a lawsuit with the Commercial Court, with which they propose to determine the right to lease ten parking spaces and to award compensation for material damage due to non-fulfillment of contractual obligations. They stated that they have already responded to the lawsuit and that they fully dispute it, but also that they explained the legality of the termination because the tenant did not have the necessary licenses issued by the Municipality of Zeta. They reiterated that they terminated the contracts in accordance with the provisions within them, as well as that the notice period was observed.
"The termination of the contract was preceded by communication with the Ministry of Transport and the competent Secretariat in the Capital City, who informed by official acts that passengers from Podgorica Airport can only be picked up by taxi carriers licensed by the municipality of Zeta. In addition to the above, in their response to the lawsuit, the ACG pointed to the provision of the contract from Article 17, which stipulates the possibility of unilateral termination of the contract with an appropriate notice period, which was respected in this particular case", they pointed out from the ACG.
They also added that the taxi chaos in front of the Podgorica airport terminal building has subsided in recent months, so they believe that the situation will further improve with this lease. The ACG emphasized that their services are not authorized to issue identification or fines, which is why their work is limited, but that they believe that with the support of the police and the Municipality of Zeta, they will solve the problem permanently.
According to this public call, taxis must be serially produced with a maximum of five seats, at least four doors and must not be older than 2019. ACG also pointed out that the price list of services will be prominently displayed, that it will refer to driving and not to the passenger, so the prices will be fixed until Podgorica, Cetinje, Bar, Budva, Tivat, Herceg Novi, Ulcinj, Kolašin, Plava , Žabljak, Bijelo Polje, Pljevlja, Shkodër, Tirana and Dubrovnik.

When asked about the status of the taxi stand at the Tivat airport, the ACG explained that the parking lot there and the total space in front of the terminal belongs to the Municipality, so together with them they will try to find a solution to this problem.
"The parking lot, as well as all the space in front of the Tivat Airport terminal, is the property of the Municipality of Tivat, not ACG. In addition to the improvement of transportation and parking services in front of the Tivat airport, ACG is interested in financially supporting the solution of other communal problems in front of the terminal, including floods that occur due to heavy rains. We believe that with the Municipality of Tivat, which manages that land, we will find a joint solution in due course, all in the interest of passengers, who, until the beginning of October alone, passed through that terminal, more than a million", they told "Vijesta".
