The reconstruction of the 5,5-kilometer long section of the Nikšić - Kuside road, which is being carried out by the company "Mehanizacija i programat", should be completed by the end of this year, and the rest of the work is the reconstruction of the "Autobaza" bridge, the laying of asphalt and 400 meters of sidewalk, from this to the Vuk bridge, as well as the installation of public lighting.
This was officially told to "Vijesta" by the Traffic Administration.
Works on this route, worth 6.889.615 euros, began in July 2023, but were not completed within the stipulated time of one year, due to the relocation of power generation installations, expropriation of land and changes to project documentation. At the end of June of this year, the Administration told the "News" that the works would be completed at the end of the summer tourist season, but now they are clarifying that these problems were only solved in the spring.
"In the previous period, it was necessary to undertake extensive activities on the relocation of electrical power installations, expropriation of land, as well as the necessary changes to the project documentation, which were completed during the summer, which resulted in exceeding the deadlines defined by the contract for the completion of the works, but we can consider that all these problems successfully solved. The overrun of four months is caused by works on the relocation of installations, expropriation and changes to project documentation, and we put special emphasis on the relocation of electrical installations, which in itself requires extensive preparation and extremely careful manipulation during execution. We expect that all works will be completed by the end of the current year 2024", said the Administration.
They explained that the value of the contract was not increased compared to the contracted amount, and that all works will be done within the planned 6,88 million euros. They also pointed out that possible late payment penalty procedures can only be implemented after the works on the route have been completed, and that this will be dealt with by the supervisory services and the investor, when the conditions are met.
The contract for this work with the Nikšić company Mechanizacija i programat was signed at the beginning of November 2022, but the works only started in the first half of June last year, due to the delay in the tender for the selection of expert supervision of the contractor. Those tenders were canceled several times, and in the end, the company "Geotechnics, Projects & Consulting" got the job. The deadline for completing the reconstruction of the route was 12 months, and if the work had started according to the original plan, the work would have been completed in October last year.
"The remaining works are the completion of the reconstruction of the "Autobaza" bridge, as well as the installation of asphalt pavement and accompanying sidewalks on the stretch from Vukovo bridge to the Autobaza in a length of 400 meters, as well as the installation and commissioning of new public lighting. In percentage terms, 14 percent of the works are left until they are completed", emphasized the Management.
This project envisages a complete reconstruction of this section, including Vukov and the "Autobaza" bridge, and the construction of a roundabout at the turn for Lake Krupac, with a connecting road to the Nikšić airport, is planned. In addition, a sidewalk should be built from Vukovo most to the Vitalac overpass, so that students and residents in that area can move safely, as well as the reconstruction of public lighting on a stretch of 2,5 kilometers, expansion to two traffic lanes of 3,5 meters, sewerage for receiving water in the area of the Nikšić airport, installation of a separator for purifying water from the road...
The Administration previously emphasized that the goal of the reconstruction is to get Nikšić a modern road that meets all needs from the safety aspect, but also to maximize the flow of traffic on this part of the highway Nikšić - Ilino brdo. The former Ministry of Transport and Maritime Affairs previously announced that there were many problematic points on this section that caused accidents in the past, which, as they said, will be resolved during the reconstruction.
