For 11 members of the team for drafting changes to the Spatial-Urban Plan of Podgorica, which also include the future settlement of Velje Brdo, the government has increased the amount of compensation from the previously determined 20 thousand euros to 100 thousand euros.
This was determined by the adoption of the Decision on the amendment of the Decision on the appointment of the manager of the preparation of amendments and additions to the Spatial-Urban Plan of the capital Podgorica and the amount of compensation for the manager and expert team. This defined the first spending of money on the Velje brda project, even though the financial plan of the project has not yet been drawn up, nor has the possibility of its construction been determined.
In the current PUP, the Podgorica part of Velje brdo is defined as a protective zone of Zeta and Mareza, a forest and an area for a solar power plant.
The Ministry of Spatial Planning, Urbanism and State Property told the News that the amount of the fee has been increased in accordance with the internal instruction that the amount of the fee is determined according to the surface area of the plan and the complexity of the planning document.
"The mentioned activities on the preparation of amendments to the PUP of the capital city require the additional involvement of the manager of the preparation and the Expert team, and therefore the increase of the initial amount of compensation from 20.000 euros to 100.000 euros, in both Decisions. The amount of the fee was increased in accordance with the internal instructions from 2021, which stipulates that the funds necessary for the preparation of the planning document are allocated according to the area of the space defined by the planning document, as well as the type, content, scope and complexity of the planning document. According to the earlier Government Decision, the head of the drafting of amendments to the PUP of the capital is Aleksandra Tošić Jokić, B.Sc.Arch, who, in accordance with the legal powers, appointed an expert team for the preparation of changes and additions to the PUP of the capital Podgorica, with the consent of the Ministry. The work team, according to the contract on construction, has 11 members, including the construction manager", stated the Ministry of Spatial Planning.
They also pointed out that the adoption of this planning document is planned by the end of 2024.
Prime Minister Milojko Spajic and Minister of Spatial Planning, Urbanism and State Property Slaven Radunović on September 21, eight days before the elections in Podgorica, they presented a plan to build a settlement on Velje brdo above Podgorica, which would have 14 apartments, several office buildings, shopping centers, two schools, kindergartens, a health center, sports facilities, and two artificial lakes. .. as well as that 42 thousand inhabitants would live there.
They then stated that by the end of the year, the PUP for Podgorica will be amended and applications for registering citizens to purchase apartments will be launched. They also promised that the first move-in will take place by the middle of 2026, as well as that the apartment will cost one thousand euros per square meter.
An unofficial analysis showed that the construction of this settlement and the necessary infrastructure would cost around three and a half billion euros, or half of the total gross domestic product of Montenegro.
On October 25, the Government appointed a team for drafting changes to the PUP, as well as a Coordination Team for the realization of the Velje brdo project, while on November 8 it adopted information on the Velje brdo project, which contains only five sentences without any details.
The decision on the establishment of the Coordination Body defined that its main tasks are: preparation of the financial analysis of the project; coordination of relevant institutions and contractors to ensure efficient implementation of the project...
The first session of the Coordination Team was held on October 31, from which it was stated in the press release that Velje brdo "represents the most ambitious undertaking in the history of Montenegro, with the aim of relieving the excessive construction and urbanization of Podgorica and enabling a decent life in the capital".
The goal of the changes is to enable a new settlement
"The aim of making amendments to the PUP of the capital city is to review the existing spatial planning solutions from the aspect of the need to provide prerequisites for the realization of projects important for the capital city and the country, including the investment and development project Velje brdo. Also, the planning decisions need to be reviewed from the aspect of demographic changes in the sense of increasing the number of inhabitants, bearing in mind the passage of time since the adoption of the planning document whose changes are being made", stated the Ministry.
