The Government, in its Decision of December 2, tasked the Capital Projects Administration to, in cooperation with the Montenegrin Electric Distribution System (CEDIS), as soon as possible, find a technical solution for the rehabilitation of damaged cable lines on a private plot at the location of the mountain center Kolašin 1450.
By the same Conclusion, the Police Directorate is tasked with providing help and assistance to CEDIS in the rehabilitation of damaged cable lines. On the private plot 904/47, during the first half of November, three 10kV cable lines and two 35kV voltage level cables were broken. The owners of the plot claim that the installations were damaged during preparatory construction work, and that, as they claim, they neither knew the number of lines nor the place where they were buried on their land. Because of this failure, there has been no electricity for weeks at the state Ski Center Kolašin 1600, the Radio Broadcasting Center and the facilities of the Army of Montenegro on Zekova Glava, as well as in the Klisura tunnel.
The owners of the plot have not yet allowed the CEDIS teams to repair the defect. They are asking the state for a written guarantee that the appropriation will be realized.
Srđa Anđelić told "Vijesta" that he was very surprised by the Government's conclusion, which he claims he did not know until today. The owner of the plot is not among those to whom that document is addressed. He reminds that they have been negotiating with representatives of several departments for days in order to reach an agreement, and because of this, he says, "it is even more surprising that, in parallel with the attempts to reach an agreement, the Government passed a Conclusion".
According to unofficial information from "Vijesti", repair of the malfunction, with the assistance of the police, is planned for tomorrow.
In the Conclusion, the Government, among other things, tasked the Administration for Capital Projects to submit to the Administration for Real Estate a request for the preparation of an assessment of the value of the property, which was the subject of the Decision on determining the public interest in the expropriation of immovable property.
"The Ministry of Spatial Planning, Urbanism and State Property is tasked to prepare and submit to the Government amendments to the Decision on the determination of public interest in the expropriation of immovable property for the purpose of building a road from the roundabout to the substation TS 35/10kV Kolašin 1450-1600. The Directorate for Capital Projects is tasked to as a Beneficiary, upon receipt of the Decision, initiate the expropriation procedure at the Real Estate Administration - Regional Unit Kolašin," it says, among other things, in the Government's conclusion.
Due to the damage to the electrical lines, CEDIS filed a criminal complaint against the NN, but also proposed the adoption of a temporary measure, in order to facilitate access to the plot and repair the defect. The first hearing on the proposal for a temporary measure was held today at the place where the cables were torn. The judge of the Basic Court in Kolašin, Mirjana Čepić, tasked, among other things, an expert from the geodetic profession to determine the position where the damage to the lines occurred, and an expert from the electrical profession to determine who is the owner of the cables and whether they were installed on the route, for which there is project documentation …
CEDIS is obliged to submit, within five days, for the purposes of the expert opinion, a legal document from which it is determined that it is authorized to maintain the cables, that is, the transmission line of which they are an integral part. Čepić also obliged that company to submit complete project documentation related to the transmission line or any legal act on the installation of cables on the route, as well as proof that the technical acceptance of the transmission line was carried out.
