The central public debate on the Draft Amendments to the Spatial-Urban Plan (PUP) of Podgorica was postponed to Friday after the citizens requested it, because the event was organized in an inadequate hall.
The discussion was held in the premises of the Ministry of Spatial Planning, Urbanism and State Property, in which soon there was no place to sit, and some of the interested parties spent half an hour of the presented plan - on their feet.
The state secretary in the department of urban planning, Irena Izgarević, pointed out that the new hearing is scheduled for Friday at 12:30 p.m., in the Rectorate building of the University of Montenegro.
The question was raised by Dragutin Vučinić, a councilor in the Assembly of the Capital City, who requested that the event be moved, and he also asked why this plan was being made before the adoption of the PUP of Montenegro.
"There are 30 people standing here in front of the door who cannot fit in this hall. This presentation has many shortcomings, no normal computer can open 50 PDFs that are the basis of the plan. I would like to ask everyone that due to the non-conditional nature of the hall, we transfer this to second place," he said.
Civic activist Aleksandar Dragićević agreed with this, and requested that the discussion be moved to the multimedia hall of the Capital City Assembly due to the large number of people and comments.
The citizen Vladimir Vučinić said that the discussions were previously held in the Cultural Information Center "Budo Tomović", to get a projector through which the documents will be viewed, and that he thinks there is no possibility for the discussion to continue.
He added that the PUP of Montenegro is being worked on, and there are no development guidelines. Vučinić stated that industrial zones are being planned without knowing what the state will deal with, which the Government is obliged to do according to the Constitution - but it is not.

Architect Aleksandar Ašanin and former secretary in the department of urban planning, asked where Prime Minister Milojko Spajić and the ministers were, because they gave the idea for the construction of Velje brdo. He also asked if there was any act of the Capital City for the construction of a new city on that hill.
"This cannot possibly be a draft plan. This is about the future of the city, which is completely dysfunctional with the prospect of creating another problem, with a wastewater treatment plant that will discharge purified water into the Nature Park, into the Zeta River. And we are doing this for 10.000 inhabitants, not for 40.000, we are trampling on the methodology. We do not know that settlements are necessarily developed in Nature Parks. Do not do this, fellow planners, I respect you, but you you are worth more than 100.000 euros, tell the gentlemen from the Government to get serious," said Ašanin.
Economic analyst and director of "Fidelity consulting" Miloš Vuković asked for clarification, because during the presentation it was heard that 11.500 apartments are being built on Velje brdo, and that Spajić, in a statement to Radio Television of Montenegro, said that there are 20.000 apartments.
"So it's not 40.000 people, but 80.000 people. Just to clarify things, after Podgorica, Velje brdo is the largest municipality in the country, even bigger than Nikšić," emphasized Vuković.
Former Minister of Agriculture Budimir Mugoša added that he believes that the state will not deal with agriculture, because Sadine, that is, the highest quality land of 150 hectares, is being converted into construction land. He pointed out that the same is being done in Kokoti, where "Plantaže" illegally took land, so they are allowed to invest in construction, as well as the Army in Zagorič.
Near Velje brdo and the motorway junction
Aleksandra Tošić Jokić, the head of amendments to the capital city's PUP, pointed out that several locations are specified in the plan, and among them a part of the plot will be purchased in the area of the Marko Miljanov barracks - for the construction of a new city hospital or Clinical Center.
She pointed out that there are two fortresses in the area of Velje brdo, Crvena stijena, which is under protection, and there is a possibility to build a pavilion near it, in order to display the artifacts that would be found in the entire territory of Podgorica. She emphasized that the boulevard that goes to Velje brdo will be 30 meters wide, that it includes sewage and water supply and other installations.
"The limiting factor was the barrier and the link with the rest of the city, which is where the highway, the Smokovac-Farmaci section, will pass through this area. On the other hand, it is an advantage, because the construction of the Velje brdo interchange is planned here, so accessibility will be faster and more effective ", said Tošić Jokić.
She pointed out that the PUP covers 1.508 square kilometers, that it includes Zeta and Tuzi. She added that the document planned to protect the source of Bolje sestre and that the locations for the Museum of Contemporary Art, the Natural History Museum and the city hospital were determined.
"The space of the military magazine in Zagorič, which was planned for the construction of residential buildings, is being repurposed with this plan at the request of the Ministry of Defense into the areas of the headquarters' activities - where the construction of a multifunctional building with a market, market and facilities is planned," she stated.
Tošić Jokić also said that the possibilities of building roundabouts, widening roads where necessary, and that locations for the construction of garages and parking lots in the city areas were also included.
She pointed out that the conditions have been created for the implementation of the tire recycling plant project, that the cemetery for pets has been defined, the location of the public company "Čistoća" near the landfill "Livade"...
"A ban on the exploitation of ham in the wider zones of the Bolje sestre water source has been prescribed, the conditions and protection zones of the Zeta river, Gorica hill and Cijevna canyon have been given. For the area of Sadin, a DUP is planned, with the fact that the elements given in the tender decision given for that space. Then the building of the Palace of Justice in Ćemovsko polje, at the initiative of the Ministry of Education, was designated as the location for the construction of the International Institute for Sustainable Technologies in the area of Southeastern Europe," she said.
She added that today there is a Livestock Market at that location, so it is planned to move it to the communal services zone near the "Livade" landfill. She pointed out that the city cemetery Čepurci is being conserved, because there is no more room there.
Tošić Jokić pointed out that a new cemetery is being built in Ćemovsko polje, while it will not be built in Kokoti due to lack of infrastructure. According to him, at that location in Kokoti, which is owned by "Plantaž", the construction of a distribution center is planned.
She added that a Migrant Center is being planned in the town of Hota.
