The Spatial-Urban Plan (PUP) for Podgorica is adopted before the national one, there are no guidelines for development, the material is voluminous so it cannot be opened on a computer, are there any acts of the Capital City for the construction of the project on Velje brdo, how many apartments are being built there ...

These are some of the key remarks that could be heard yesterday at a short public debate on the draft amendments to the PUP for the Capital.

There were no answers to the remarks because the discussion lasted a little more than half an hour, given that there was not enough room for all citizens in the premises of the Ministry of Spatial Planning, Urbanism and State Property. A part of them stood and said that the hall was unconditional and asked for a postponement, so the continuation was announced for Friday in the building of the Rector's Office of the State University.

Amendments to the Podgorica PUP are being made due to the review of existing spatial planning solutions, in order to provide preconditions for the realization of important projects, but also for the purpose of adding the general urban plan (GUR) Velje brdo, which in this place envisages the construction of a mini-city with 11,5, 36,8 thousand apartments, business centers, schools, hospitals, in which XNUMX thousand inhabitants would live.

Economic analyst and director of "Fidelity consulting" Miloš Vuković asked about the precise number of apartments planned for Velje brdo, because in the PUP there are 11.500 apartments, while Prime Minister Milojko Spajić, as he claims, said that it is about 20.000 apartments. Vuković said that Spajić said this in a statement to Radio-television of Montenegro. He also stated that this means that the settlement would not have 40.000 but 80.000 residents.

About the presence of Spajić and the ministers, the architect and former secretary in the department of urban planning, Aleksandar Ašanin, asked where those who gave the idea for Velje brdo are and whether there is any act of the Capital City, for the construction of a new city in that place.

"This cannot possibly be a draft plan. This is about the future of the city, which is completely dysfunctional with the prospect of creating another problem, with a wastewater treatment plant that will discharge purified water into the Nature Park, into the Zeta River. And we're doing it for 10.000 residents, not 40.000, we're trampling on the methodology.Don't do this, fellow planners, I respect you, but you're worth more than 100.000 euros, tell the gentlemen from the Government to get serious," said Ašanin.

Former Minister of Agriculture Budimir Mugoša added that he believes that the state will not engage in agriculture because Sadine near Tološ, i.e., as he says, the highest quality land of 150 hectares is being converted into construction land, and that the same is waiting for Kokote, where "Plantas" are illegally they took the land and plan to invest in construction.

Aleksandra Tošić Jokić, head of amendments to the PUP of the capital city, stated that a detailed urban plan (DUP) will be prepared for the area of ​​Sadin and that the elements given to the competitive solution for that area can be used, while "Plantaže" in Kokoti will be built distribution center.

She also pointed out that the construction of the city cemetery in Kokoti was abandoned due to underdeveloped infrastructure, so it will be built on Ćemovsko polje. In addition, she stated that the traffic to Velje brdo is complicated by the fact that there is also a loop of the highway.

"The limiting factor was the barrier and the link with the rest of the city, which will pass through this area as the highway, that is, the Smokovac-Farmaci section. On the other hand, it is an advantage, because the construction of the Velje brdo interchange is planned here, so accessibility will be faster and more effective," she said.

"Center for the Protection and Study of Birds", "Kana", "CEGAS", "Green Home" and other environmental NGOs yesterday submitted an initiative to the Minister of Urbanism, Slaven Radunović, for the suspension of this public hearing. They requested this because they claim that the PUP is being changed right before the adoption of the state law, that the changes are being made "by force" and non-transparently, that the documents cannot be opened and that they are full of grammatical errors...
