The Administration for the Execution of Criminal Sanctions in Spož (UIKS) proposed to the Government to conduct an analysis that would show whether it would be profitable for the state to establish its own company that would sell food, hygiene and tobacco products to prisoners.
Until now, this work was carried out by the companies "Voli" and "Tobacco S press", which leased state property in UIKS and achieved significant turnover in the previous period, so the prison administration, on the basis of this, assessed that the possibility of the state doing this should be considered. business.
This is written in the Information of the Ministry of Justice, which was adopted yesterday at the Government session.
In the Information, it is stated that this summer the Government gave consent to start the procedure for the five-year lease of ZIKS office premises with a total area of 84 square meters, of which 80 square meters are for the sale of food products, personal hygiene products and other products , and four square meters for the sale of tobacco products and press for a period of five years.
The appointment of the Commission that should implement the tender procedure is in progress.
"In the period up to now, the sales of food and other products in the Administration for the Execution of Criminal Sanctions was carried out by "Voli". In 2021, the mentioned company achieved turnover of 881.401,45 euros, in 2022, turnover in the amount of 1.199.450,22 euros, and in 2023, turnover in the amount of 1.534.034,75 euros. In the same period, tobacco products and press were sold by "Tobacco S press". In 2021, the mentioned company achieved turnover of 504.381,76 euros, in 2022, turnover in the amount of 660,460,71 euros, and in 2023, turnover in the amount of 843.381,86 euros. Bearing in mind the turnover achieved by the aforementioned companies that have been operating in the Administration for the Execution of Criminal Sanctions for many years, the Administration considers that it would be expedient to consider the possibility that the realization of income from the sale of food and other products to persons deprived of their liberty would be exclusively in the interest of the state, i.e. that the aforementioned the business should be performed by a company whose founder would be the Government", the information reads.
It was clarified that in this sense, it would be necessary to conduct an analysis of the profitability of such a company and a risk assessment that would indicate whether the company would make enough profit to service its obligations, as well as generate enough returns to cover the state's invested funds.
