The Traffic Administration will have to repeat the tender worth 20.400.000 euros, that is, again choose the company that will build the western ring road around Podgorica. The tender was announced at the end of September and lasted until October 24, and two offers were received from the companies "Bemax" and "Briv Construction". At the end of November, the administration determined that the offers of these companies were incorrect, and requested the cancellation of the tender. "Bemax" filed an appeal against that decision, after which it was decided in mid-December to repeat the tender.

The Commission for the Protection of Rights in Public Procurement Procedures determined in mid-December that the "Bemaxa" document was not marked as confidential, and they pointed out that it was unclear to them how the Management marked the guarantee as incorrect and excluded them from the tender.

"The commission finds that the contracting authority, with the contested decision, provided an incorrect and incomplete factual situation for the evaluation of the correctness of the offer. It should be annulled and the case should be returned for retrial and decision-making," the Commission's decision reads.

The western bypass is planned from the roundabout at the Komanski Bridge to the roundabout on the boulevard in Donja Gorica, near the "Grand" furniture store. The boulevard will have sidewalks on both sides, four lanes, three intersections and one roundabout.

Director of the Traffic Administration Radomir Vuksanovic said at the end of September that the deadline for the completion of the works is 18 months from the introduction of the contractor to the work. He announced this during a meeting with Prime Minister Milojko Spajić, Director of Monteputo Milan Ljiljanić and Mayor of Podgorica Olivera Injac.

The road is being built under an agreement on co-financing, whereby the Administration finances the construction of the boulevard, and the Capital City finances the expropriation of land and the construction of communal infrastructure.

"Our duties were the preparation of the project and technical documentation, then expropriation and communal infrastructure. A lot of work has been invested in the previous months, and we expect that the dynamics will go according to plan, and that the works will soon begin to the satisfaction of the citizens of Podgorica", emphasized Injac and added that this is a priority infrastructure project, which will facilitate transit around Podgorica .

The renovation of Vojislavljevića Street, which stretches through the Zabjelo neighborhood, from the roundabout on Petrovački put to Cetinjsko put, where traffic jams are daily, will be financed in the same way. A few days ago, the reconstruction work of this 3,2 kilometer road worth 14,49 million euros was awarded to the company "Crnagoraput".

The start of these works is for the beginning of the next year, and the deadline for the completion of the works is also a year and a half.
