More than 60 amendments have been submitted to the draft law on the budget for the next year, which are available on the parliament's website, for most of which the deputies did not make proposals on how to get that money, but the wording was left to "propose harmonization in the budget". . For part of the amendment, they suggested using the budget reserve, without explaining how it will be compensated later.
With the amendments, the MPs are asking for around 66 million euros for the construction and reconstruction of numerous streets, local roads, sports facilities, an autism center, adaptation of the ski resort, purchase of buses, arrangement of the bus station...
The Parent Committee for Economy, Finance and Budget has not yet completed the session on the budget proposal for 2025, nor has it considered the received amendments. At the beginning of the session, the representatives of the State Audit Institution, the Central Bank, trade unions, employers and interested NGOs presented their views, while it remained to organize the second part of the session where the deputies will announce their views. It is not known when the bill will be at the plenary session.
Amendments were submitted by Democrats, GP URA, Coalition "For the Future of Montenegro", PES, independent club of deputies, SD... DPS and representatives of minority parties have no amendments so far.
The government made nine amendments.
Nikšić is high on the list
The Democrats' amendments are worth less than five million euros, of which several amendments are for Nikšić, so money is requested from the current budget reserve for the continuation of the construction of the Jezerski put street (300.000 euros), the reconstruction of the road from Donja Crkvica to Gornja Crkvica (400.000), the preparation of the project documentation for Straševska, Željeznička and Stubička streets (200.000), construction and equipping of the substation (400.000 euros).
The Democrats, among other things, are asking for 800.000 euros for the asphalting of the Stravce-Brskut road in the Podgorica municipality, the adaptation of the road through the local community of "Spuž" in the length of one kilometer (440.000 thousand), then 1,13 million for the asphalting of the main ring road in the length of 14 kilometers in the town of Šekular in the municipality of Beran and 1,46 million for asphalting local roads in the length of 18,1 kilometers in Berane....
The "For the Future of Montenegro" coalition handed over assets worth around 19 million euros, and this political group is asking for more money for Nikšić, namely the reconstruction of II Dalmatian Brigade Street (2,5 million). the construction of an autism center (3,5 million), for which a location has been determined in cooperation with the Ministry of Education, and the development of the main project is underway, which will be completed at the beginning of 2025... There are also amendments for the reconstruction of the road from the Rubeža settlement in Nikšić to the Ski Center Vučje (3,5 million), reconstruction of the main road through Dragovoljići (584,000 euros), reconstruction of the road through Baloslave (525 thousand), reconstruction of rural roads in the municipality of Nikšić (two million), reconstruction of the sports hall and midfield block in the Nikšić sports center (three million)...
This coalition also requests 1,3 million euros for the reconstruction of the local road L 16 Mijokusovići-Povija-Ostrog in a length of 10,5 kilometers and connecting that road with the road to Glavi Zeta, then 400.000 euros for the reconstruction and asphalting of the Bliskovo-Stožer road, for reconstruction and construction of local roads in Bijelo Polje about 615.000...
And SD is asking for the arrangement of the city park in Nikšić 400.000 euros, for the construction of a parking garage with up to 200 spaces for the needs of the Healthier Home and the future recreation area next to Lim 750 thousand...
Local elections will be held in Nikšić next year.
The URA movement is asking for about 36 million
The connection of the Ski Center at the location of Smiljača and Žarski is one of the amendments of the GP URA movement, which requests that the amount of 5.000 euros planned for this project be increased to six million in the next year. the same amount of money is requested for the purchase of new buses in the capital, 1,45 million for the rehabilitation of the Herceg Novi - Kobila border crossing, 3,5 million for the construction of an autism center in Nikšić, 70.000 euros for the adaptation of the sports and recreation hall at the "Bećo Bašić" school in Plav, 80.000 euros for the preparation of technical documentation for the construction of the city bypass (northern bypass) in Plav, 120.000 for the adaptation ski resorts in the locality "Paljevi" in Plav.
The URA proposes to increase from 360.000 to one million the allocation for equipping the main bus station in Herceg Novi, 100.000 euros for the preparation of technical and project documentation and the construction of an operating theater in the maternity hospital in Ulcinj, 30.000 euros for the preparation of technical and project documentation for the arrangement of walking paths around Lake Plav, and it is proposed to increase the allocation for the material provision of the family from 10,5 to 21 million euros.
"Around seven thousand families in Montenegro receive social assistance, that is, material security in the amount of 85 to 161 euros, depending on the number of family members. In a country that is increasingly facing growing poverty and growing inequality, this measure is crucial as a form of support for this category of society. An increase of 50% for the amount of material security will partially ease the difficult life of the mentioned category of citizens", is the explanation of the amendment.
PES deputies, among other things, are asking for 810.000 euros for the reconstruction of the Skakavac-Štitari road, 10 kilometers long in Berane, and 800.000 for the nine-kilometer long reconstruction of the Tomaševo-Sokolac road in Bijelo Polje.
He is asking for 1,79 million from the club of independent deputies for the reconstruction of the road Stevanovac-Slatina, the reconstruction of the road Pavino Polje - Dauti 1,98 million euros...
The government prepared nine amendments
The government had 9 amendments, the most important of which is the plan to take an eight million euro loan from the World Bank (WB) for the project to modernize the financial infrastructure of Montenegro and align it with SEPA standards.
A set of amendments was proposed in relation to the budgets of the administrations for traffic and capital projects, and in relation to new multi-year projects, as well as some projects that were not completed by the end of this year, so the deadline is moved to next year. Among them are the reconstruction of the regional road R-18 Bar-Sutorman-Virpazar", the total estimated value of 64 million euros with the deadline for implementation from the next year to 2028, the reconstruction of the promenade in Igalo from Galeb to Tito's villa", the total estimated value of 3,4 million with a deadline for implementation by the end of next year, rehabilitation of the unsanitary landfill Zakršnica, Mojkovac", total estimated value of five million euros, science and technology park in Podgorica, total estimated value of 13 million...
Then there are the amendments that increase the value of certain projects that will be realized from the budget of the transport administration and capital projects. In the meantime, the project documentation for the activities in question has been completed, so there has been an increase in the estimated value of the projects from those stated in the budget proposal for 2025. ....
More money for the separate life of doctors in residency
The Democrats propose that 1,63 million in the Health Fund be redistributed differently and that more money be allocated for the separate life of doctors undergoing specialization within Montenegro, and those undergoing specialization outside of Montenegro outside their place of residence.
"Given that the amount of these funds has not increased since 2009 and that real estate rental prices have increased, and respecting the recent petition of over 200 Ijekars on specialization for an increase in financial resources for separate living, we consider it absolutely justified that the mentioned funds should be increased from 333 euros to 650 euros in the net amount for doctors on specialization outside Montenegro, and from 110 euros to 350 euros in the net amount for Doctors on specialization within our country", it is written in the explanation of the Democrats' amendment.
In this way, the conditions will be created, the explanation says, for providing financial resources to increase the compensation for the separate life of doctors on specialization.
