Debt of the Ministry of Agriculture, Forestry and Water Management to "Vektra Jakić", in the name of safeguarding the property seized by the state from the company Dragan Brković, allegedly exceeded one million euros.
This is claimed by the "Vijesti" source, while the Ministry has not answered questions from the newsroom for days.
According to "Vijesti" information, the Ministry is obliged to pay the company "Vektra Jakić" 44.840 euros per month in the winter period, and 27.150 euros in the summer. If it were calculated that the year has six winter months and the same number of summer months, it is calculated that it costs the state 431.940 euros per year. The state has allegedly had the obligation for three years, and the source of "Vijesti" claims that so far not a single cent has been paid, resulting in a debt of more than one million euros.
In 2015, "Vektra Jakić" from Pljevlja received a loan of 3.000.000 dollars, which was granted to them by the Department of Agriculture from the Abu Dhabi Fund. They did not repay the loan, so the Ministry confiscated the machines and equipment from the pellet mill of the factory there as a pledge.

The "Vijesti" source claims that this equipment was never fully sold, and that in the meantime a disputed contract was signed, according to which the state had to pay tens of thousands of euros to "Vektra" for safekeeping.
Regarding the existence, details and signing of the contract, "Vijesti" has been waiting for answers from the Ministry of Agriculture for days.

Production at the company "Vektra Jakić" was stopped on December 12, 2018, while bankruptcy was introduced at the end of last year at the request of the Tax Administration. According to the unofficial data of "Vijesti", claims of over 150 million euros have been reported so far, and the largest was reported by "OTP banka", about 113 million euros, as well as the Tax Office, more than 13 million euros.

In the communication of the former Minister of Agriculture Aleksandar Stijović with the Protector of Property Interests of Montenegro from February 2022, which "Vijesti" had access to, it is noted that in February 2021 the Government tasked the Investment and Development Fund (IRF) to take over the tasks related to "Abu Dhabi to Montenegro Agricultural Support ” (ADMAS) project, which the department implemented in cooperation with the ADF and the IRF.

And according to which the pledged equipment was handed over to the state's executive creditor, and that after that the said equipment was given to the debtor's custody with the obligation to pay the debtor a monthly fee of 44.846 euros in the winter period, while that compensation in the summer period to be 27.151 euros, with the notification of the debtor that he plans to increase the rental price. We consider it a priority to advertise the sale of the same. The question is why this has not already been done, on the day of acquisition of the right to collect claims. "This ministry considers it urgent to take appropriate measures in accordance with the Government's decision, in order to avoid additional expenses for the budget, collect claims for loans for which the state has given a guarantee, and ultimately protect state property and interests," Stijović pointed out in an e-mail communication at the time. also asked the Administration for Cadastre and State Property, based on which estimates such a high monthly rental price was reached.
"Vijesti" also asked the Protector of Property and Legal Interests about this case Bojan Ćirović, which stated that it legally represents the state and represents lawsuits before the Commercial Court, based on the fees that "Vektra Jakić" owes in the name of concessions. Ćirović clarified that the proceedings will continue when the conditions are met, because they were interrupted due to the opening of bankruptcy.
"The defense attorney represented in the procedure of handing over the pledged movables the pellet mill, and only the pledged part, considering that the complete pellet mill was not the object of the pledge, in connection with which the claim report was submitted and a separate claim was recognized to the state, i.e. that from the sale of the pledged part of the pellet collection. Considering that the Property Administration is in charge of managing state property and taking care of it, it is in its domain the answer related to the signing of the contract on the payment of the fee for keeping the equipment. The part related to the sale of the property of 'Vektra Jakić' is within the jurisdiction of the bankruptcy administration, and the protector acts exclusively as one of the creditors in the bankruptcy proceedings", emphasized Ćirović.

"Vijesti" also asked the State Property Administration for answers about the monthly fees in this case, from which they said that at the moment they are not responsible for dealing with the machinery and equipment in the "Vektra Jakić" pellet mill, nor for the payment of possible storage costs. and property.
The value of the equipment decreases
Among the documentation from March 2022, the former Minister of Finance and the current Prime Minister Milojko Spajic requested that the Administration for Cadastre and State Property organize a meeting attended by representatives of that and the Department of Agriculture, the Protector, the Revenue and Customs Administration, the IRF and "Vektra Jakić", in order to express their views on Stijović's proposal.
The source of "Vijesti" claims that the state has not paid anything for the storage of equipment in "Vektra" so far, but believes that the debt will definitely fall on the citizens in the end. He also believes that according to the actions of the authorities so far, no one will be held accountable, as they have not been held accountable even in the 18 years since the concession was granted to "Vektri Jakić". He also emphasized that the State Audit Institution in its reports summed up how much the state was damaged by this business.

According to the register of pledges of the Commercial Court, there is no longer any security for the claims of the Ministry from "Vektra Jakić", after the pledge registered on October 22, 2015, expired at the end of this October.
"The loan in the amount of 3 million US dollars, which the Ministry gave to 'Vektra Jakić' from Pljevlje from the Abu Dhabi Fund, will most likely be returned by the citizens of Montenegro. What is the biggest unknown in the whole story is the situation that since the end of 2019, the Ministry was able to sell the equipment and machinery of the pellet factory and thus provide money to return the loan to the Abu Dhabi Fund, however, it has not done so for five years now from for unknown reasons. In the meantime, the value of machines and equipment is constantly decreasing and the question is how much it could be sold for now, even if the ministry has the right to sell it immediately. What is even more strange, instead of selling, the Ministry allowed the conclusion of a contract with the owner of 'Vektra Jakić' Brković to keep those machines and equipment, for an amount that in these five years can reach half the value of the factory. This means that citizens annually pay Brković around 400.000 euros for the maintenance of the pellet mill, which was taken from him because he did not pay the loan given to him by the ministry. Practically speaking, while it intersects with bankruptcy in 'Vektra Jakić', Brković will get a new pellet mill, and the machines and equipment from the Abu Dhabi fund will represent scrap metal. The Ministry of Finance opposed the conclusion of the contract on the storage of the equipment, which stems from the Ministry's acts from 2022," said a newsroom source.
He emphasized that it would not be a surprise if the actions of the department, respect for the law and the courts, lead to Brković returning to Pljevlja with machines and equipment and continuing the concession contract.
Problems from the start
The former forest-industrial combine "Velimir Jakić" was first declared bankrupt in May 2004, and in July 2006, Brković's "Vektra" bought the factory's property for 1,6 million euros.
At that time, investments of at least six million and the employment of 320 workers were promised. With this property, Brković forms a new company "Vektra Jakić", and the state gives it concessions over the forests of Pljeval for 30 years.
The value of machines and equipment is constantly decreasing and the question is how much they could be sold for now... What's even more strange is that instead of selling, the Ministry allowed the conclusion of a contract with Brković on the safekeeping of those machines and equipment.
Instead of the planned annual cutting of 140 thousand cubic meters of wood, the company officially cut down about half of that amount in the following years. Already in 2009, delays in salary payments began, as well as disputes with the Forestry Administration regarding concessions.
In 2012, the company entered bankruptcy through reorganization.
In June 2014, the state audit institution established in the audit report that the Government had given its consent to the granting of a concession for the use of forests before the official establishment and registration of "Vektra Jakić".
In the last ten years, there have been several court proceedings with creditors, the introduction and termination of bankruptcy and reorganization proceedings, several confiscations of movable and immovable property and labor protests, until the final introduction of bankruptcy.
