The state Monteput has again chosen the companies that will do conceptual projects, the subsections of the highway from the interchange at Smokovac to Tološ and the sections of the Andrijevica - Berane - Boljare highway, and the work was once again awarded to the joint offers of the Podgorica companies "Via project", "CDS project" and "Geotin MNE".

The total value of these two projects is 4,3 million euros.

These three companies from Podgorica were previously given the job of creating the conceptual design for these sections of the highway, but the consortium made up of "Civil Engineering Institute Macedonia", "Transport Institute CIP" and "DB Inženjering" appealed against those decisions in both cases. Thus, at the end of December, the Commission for the Protection of Rights in Public Procurement determined that Monteput's decision on the selection of the most favorable offer did not contain all the necessary data and requested that the evaluation of the offers be repeated.

The section of the highway Andrijevica - Berane - Boljare is about 50 kilometers long and leads to the border with Serbia, and the estimated value of the tender for the preliminary project was 4,95 million euros without VAT. This was the second and repeated tender, which was announced on September 9 and lasted until October 10, after the previous one was canceled at the beginning of August.

The offer of the companies "Via project", "CDS project" and "Geotin MNE" was chosen as the most favorable at that time, and is worth 3.654.000 euros.

The section of the highway from the interchange at Smokovac to Tološ (to the interchange near Komanski bridge on the main road Podgorica - Nikšić) is also part of the highway Bar - Boljare, it is 10 kilometers long and the authorities are planning it as a bypass around the capital. The tender for the conceptual project was announced on September 10 and lasted until October 11, and its estimated value was almost one million euros.

"Via project", "CDS project" and "Geotin MNE" were chosen for this job, and their offer is worth 654.200 euros.

According to data from the Central Register of Business Entities (CRPS), the company "Via project" was founded in 2007, and deals with engineering work and technical consulting. The company is registered in Podgorica, and its founder is Jovan Ivanovic. He is the executive director of the company Njegoš Beljkaš, and an authorized person Biljana Ivanovic.

"CDS project" was registered in 2006 for engineering activities and technical consulting, and the founder and authorized person is Mladen Ulićević. She is the director of this company Ana Petranović. The company "Geotin MNE" was founded in 2018 for the execution, design and supervision of geodetic works, and the founder is Jelena Ćulafić, while the director is also an authorized person Milica Stojanović.

The offers of the companies "Građevinski Institut Makedonija", "Transport Institute CIP" and "DB Inženjering" were rejected in both tenders due to improperly made statements, i.e. on the basis of Article 108 paragraph 1 point 5 of the Law on Public Procurement.

"The ordering party will exclude the business entity from the public procurement procedure if it determines that it has not submitted the statement of the business entity or the submitted statement does not contain the information and data required by the tender documentation or is improperly prepared," reads that article of the Law.
