The Ministry of Public Administration reacted to the article "Assistants must be more educated than secretaries - Law on local officials and employees prepared", published on the "Vijesti" portal.

"The Ministry of Public Administration has formed a working group to prepare the Law on Local Servants and Employees, which has scheduled the first meeting of the working group for January 22, 2025. From the above, it clearly follows that the Working Group could not determine the draft of this Law, because the first meeting has not yet been held. Also, the members of the working group were sent a working version of the Law, as the basic text of the Law, on which all members of the working group should work together and define the legal solutions that will be found in the final Draft Law on Local Servants and Employees, which will be published at a public hearing.
The members of the working group, among others, are representatives of state administration bodies, the Union of Municipalities of Montenegro, and the Trade Union of Administration and Judiciary.
What we want to emphasize is that this Law must be harmonized with the law regulating the civil service system at the state level and the law regulating higher education in Montenegro.
As before, the Ministry of Public Administration will create public policies related to the local self-government system through an inclusive and open process, with the aim of establishing a sustainable and functional local self-government system, which will be in line with European standards and the needs of the local self-government units themselves," the response reads.
