Ministries, administrations and municipalities did not take effective enough measures to establish energy efficiency in the public sector and did not sufficiently ensure the fulfillment of prescribed obligations, stated the State Audit Institution (DRI).
In the Report on the Audit of Success "Energy Efficiency in Public Sector Institutions", four ministries (Economy, Justice, Education and Defense), the Property Administration and six municipalities (Podgorica, Nikšić, Budva, Herceg Novi, Bar and Pljevlja) are included in the part planning and implementation of energy efficiency measures in buildings or parts of buildings they use.
The supreme audit determined that the Ministry of Economy was not efficient enough in establishing an energy efficiency system in the public sector in the part of establishing energy management and a central information system, which is why it is not possible to measure energy consumption savings at the level of the public sector, local self-government and large consumers.
"The Ministries of Justice, Defense, Education, the Property Administration as well as the municipalities of Podgorica, Nikšić, Budva, Herceg Novi, Bar and Pljevlja were not efficient enough in fulfilling the basic requirements of energy efficiency, which are determined by the Instruction on Energy Efficiency Measures and Guidelines for their Implementation ", stated DRI.
They recommended that the Ministry of Economy continuously provide assistance and more effectively coordinate the establishment of functional energy management at entities in the public sector, as well as to review the possibilities of introducing a centralized energy management system for a certain number of state bodies. It was recommended that the ministry establish a unified database and monitor energy consumption in the public sector.
The Ministries of Justice, Economy and Education and the Property Administration were also recommended to establish and manage an energy efficiency system for the facilities they use and for which compensation is paid from the state budget, as well as to submit data on annual energy consumption to the central information system of the Ministry of Economy.
The property management was recommended to appoint a person who will perform the duties of the energy manager.
By the end of July, audit subjects should submit to the SAI an activity plan for the implementation of recommendations that contains measures, activity holders and recommendations, while the deadline is six months from the date of receipt of the final report to report to the SAI on the actions taken based on the submitted recommendations.
Municipalities were recommended to adopt three-year energy efficiency improvement programs and submit them to the Ministry of Economy.
The competent DRI Collegium for auditing consisted of senators Branislav Radulović (head of the Collegium) and Nikola Kovačević.

The report is a parallel audit project that the SAI worked with the Croatian State Audit Office.
"The audit was carried out in accordance with the INTOSAI standard (5800) which refers to the implementation of parallel audits and it was the first audit of this type carried out in Montenegro. The two supreme audit institutions held a series of bilateral meetings of the audit teams in all stages of the audit, in order to provide a better understanding of the field of energy efficiency, exchange experiences and information, and improve national methodologies for performance audits," Branislav Radulović told "Vijesta".
The SAI, in cooperation with the European Court of Auditors, the Swedish Audit Institute and five audit institutions of the countries of the region, is conducting a second parallel audit of the success of "Planning of Medical Equipment Procurement", which is in the stage of preparing a preliminary report.
