The legal procedures regarding the long-term lease of the bathing area and the plan to install temporary facilities initiated by the Ministry of Spatial Planning, Urbanism and State Property and the Public Company (PK) Morsko dobro should be postponed, and the tenants should be allowed to sign an annex to the contract, which will be valid until the end of the year, as soon as possible, is the position insisted on by the Mayor of Herceg Novi Municipality, Stevan Katić.
This was announced by the Municipality of Herceg Novi.
"The same conclusion was reached at the meeting of the Union of Municipalities last week, where all six presidents of coastal municipalities agreed that the current legal procedure of the Coastal Zone on signing a five-year contract with tenants is not an adequate long-term solution. I would like to point out that a set of laws has been proposed in the parliamentary procedure under which the management of the coastal zone would be returned to the jurisdiction of local governments. Further procedures regarding long-term plans in the coastal zone will depend on whether or not the law is voted on," Katić said in a statement.
He added that "at this moment, when it is evident that the Coastal Zone tender is delayed, and thus the preparation for the tourist season, it is necessary to offer the lessees an annex to the contract as soon as possible that will be valid until the end of the season or year, in order to enable businessmen to adequately prepare and facilitate working conditions, and so that last year's problem is not repeated."
"Annexing the contract is a solution that is also acceptable to the tenants, which they have shown with an open initiative, with which we agree," said Katić.
On January 28, the Herceg Novi Associated Beach Tenants proposed that the Government, namely the Ministry of Spatial Planning and the Coastal Zone, annex the beach lease contracts for this year as soon as possible, in order to enable them to prepare for the season and minimize the consequences of the previous delay.
The association stated at the time that this would give municipalities time to prepare for future regional responsibilities.
