The revised Program of Temporary Facilities in the Coastal Zone for the period from 2024 to 2028 should be adopted by the Ministry of Spatial Planning, Urbanism and State Property this week and approved by the Government at its first session.

In accordance with the conclusions of the Government of April 11, 2024, the Ministry formed a working group on September 30, 2024 to draft amendments to the Program. Certain comments were received, based on which corrections to the Program were made. The tender for the lease of the beaches was not announced last year because there was a delay in adopting the documentation, so the contracts with the old tenants were annexed. The Ministry does not expect the same scenario this year because, as they point out, there will be no annexation of contracts with the tenants.

Foreign companies and foreign citizens will still be able to apply for the upcoming tender for the lease of the Montenegrin coast.

"The entire tender procedure for the lease of bathing areas and temporary facilities is under the jurisdiction of the Public Company for the Management of the Coastal Zone. Previously, the Coastal Zone submits to the Ministry the Decision on the lease of land for the installation of temporary facilities in the coastal zone, which is then adopted by the Government. The submitted draft Decision also stipulates that foreign persons may apply for the tender for the lease of locations, which has been possible so far. Leases will be allowed for the duration of the Temporary Facilities Program 2024-2028, i.e. for four years.

The Ministry reminded that the new price list of initial fees for the use/lease of the maritime domain was adopted by the Maritime Domain Management Board in March 2024, to which the Government gave its approval in April.

"Given inflationary trends, as well as the fact that the resource managed by the Public Enterprise was not sufficiently valorized, the new price list has made price corrections compared to the 2019 price list," said the ministry, recalling that the price list was published on the Maritime Domain website.

President of the Municipality of Herceg Novi Stevan Katic announced yesterday that the annexation of contracts with old tenants should be enabled, and the legal procedure initiated by the ministry and Morsko dobro should be postponed.
