The job of developing the preliminary design of the highway sub-section from the Smokovac interchange to Tološ went to a joint bid by Podgorica-based companies “Via project”, “CDS project” and “Geotin MNE”, worth 791.582 euros. This was made official after the “Civil Institute of Macedonia”, “Traffic Institute CIP” and “DB Engineering” withdrew the appeal they had filed against this Monteput tender.
The highway subsection from the interchange at Smokovac to Tološ (to the interchange at Komanski Most on the main road Podgorica - Nikšić) is part of the Bar - Boljare highway, is 10 kilometers long, and the authorities are planning it as a bypass around the capital.
The tender was announced on September 10th and lasted until October 11th, and its estimated value was almost one million euros.
Three Podgorica companies were previously awarded the job of developing a preliminary design for this section at the end of November, but the consortium consisting of the "Civil Engineering Institute of Macedonia", "Traffic Institute CIP" and "DB Engineering" appealed this decision. Thus, at the end of December, the Commission for the Protection of Rights in Public Procurement determined that Monteput's decision on the selection of the most favorable bid did not contain all the necessary information and requested that the bids be evaluated again.
Monteput then repeated the evaluation of the bids on January 30 and awarded the job again to the companies “Via project”, “CDS project” and “Geotin MNE”, but the consortium once again appealed the decision, claiming that the factual situation had been incorrectly and incompletely determined during the re-selection. The consortium subsequently withdrew its appeal on January 28.
At the beginning of September, "Monteput" announced that the speed of movement on the Smokovac - Tološi route was designed at 100 kilometers per hour, but that special attention must be paid to environmental protection, namely the preservation of the Magara cave, when developing the project.
According to data from the Central Register of Business Entities (CRPS), the company "Via project" was founded in 2007, and deals with engineering work and technical consulting. The company is registered in Podgorica, and its founder is Jovan Ivanovic. He is the executive director of the company Njegoš Beljkaš, and an authorized person Biljana Ivanovic.
"CDS project" was registered in 2006 for engineering activities and technical consulting, and the founder and authorized person is Mladen Ulićević. She is the director of this company Ana PetranovićThe company "Geotin MNE" was founded in 2018 for the execution, design, and supervision of geodetic works, and the founder is Jelena Ćulafić, while the director is also an authorized person Milica Stojanović.
The subcontractors for this job will be the Podgorica companies "Aqua engineering", "Intecon", "Geotest engineering", Bar's "MMK control", as well as the Bijelo Polje company "Optimusproject".
