Executive Director of the Hotel Group "Budvanska Riviera" Jovan Gregovic made a decision to suspend the procurement of services, security of facilities and persons for five hotels and the "Slovenska plaža" tourist resort for a year, because no security company submitted a bid.
This is stated in the decision that "Vijesti" had access to.
The largest state-owned hotel company announced its first tender in January, but even though it was prepared to allocate as much as 200 euros from its own coffers for a year for hotel security, no one responded. Therefore, it announced a new tender again in early February and sent offers to several addresses throughout Montenegro, hoping that a company offering security services would respond, but again no one responded.
It is interesting that four years ago, the new management of the Hotel Group found that their security services were being provided by a certain security company from Budva, which then collected 2021 thousand euros in 110 for services for a year.
After that, the Hotel Group announced a tender every year and, as a source in the company told "Vijesti", only one and the same company applied, even though the tender conditions were more favorable and the amount of services increased, but perhaps due to "guild solidarity", other security companies from other Montenegrin cities, as well as from Budva, which were also sent an invitation, did not apply for the tender.
The budget for security increased year after year, which, as "Vijesti" was told, was at the insistence of the sole bidder, so last year this hotel company paid 165 thousand euros for security.
As "Vijesti" was told, this year the amount was increased to 200 thousand euros due to new conditions dictated by Europe Now 2, which was an attempt to increase the security guards' salaries, but even that amount was insufficient, because the security company, whose contract expired at the beginning of March, requested that it be paid 2025 thousand euros annually for 270.
This amount was rejected because, according to the financial plan for this year, it would increase costs by more than 50 percent, which is unacceptable for the company's management.
The hotel group will announce a new tender, and will now publicly invite all companies to respond.
At the beginning of February, it announced the second tender this year for the security of facilities and persons, for the needs of the Hotel Group "Budvanska rivijera" ad Budva for a period of one year.
"The Commission for Opening and Evaluation of Bids, in accordance with the competencies prescribed in Article 32 of the Rules on Regulating the Procedures for the Procurement of Goods, Services and Works in the Hotel Group "Budvanska Rivijera", prepared the tender documentation, and then the decision to suspend the procedure, after no bids were received," the decision reads.
As stated in the tender, the services provided include the provision of hotel capacities owned by the Hotel Group "Budvanska rivijera" in Budva - the Tourist Resort "Slovenska plaža", the Hotel "Aleksandar", the Hotel "Mogren", as well as the Administrative Building of the Hotel Group. Also, as stated in the tender, the hotels in Petrovac "Palas", "Palas Lux" and the Hotel "Castellastva" are included.
When it comes to technical characteristics, the bidder is required to provide security for the Tourist Resort "Slovenska plaža" and the Hotel "Alaksandar" in three shifts, as well as to provide a guard for the beach of the Hotel "Aleksandar" in the night shift from 20 pm to XNUMX am.
For the "Mogren" hotel, only security is required from 22 p.m. to 20 a.m., while for the Petrovac hotels, security is also required in three shifts, and for the beach of the "Castellastva" hotel, a night guard is required from XNUMX p.m. to XNUMX a.m.
The security service should also count on additional engagement during the New Year, in the "Mogren" and "Palas" hotels, but also during excursions that usually stay at the "Slovenska plaža" Tourist Resort.
"The bidder is obliged to submit permits for the performance of the relevant tasks (licenses) for the persons it intends to engage in physical security tasks, which can be checked with the competent authority or organization. At the request of the contracting authority, depending on the needs, the bidder is obliged to submit licenses for each newly engaged person," the tender states.
For its part, HG "Budvanska rivijera" provides one additional meal for security members per shift during the season, that is, from the opening of hotel facilities.
"The bidder is obliged to provide its employees with summer and winter official uniforms, flashlights, as well as means of communication between security personnel, as well as means for protecting and restraining persons/pepper sprays and means for tying them up," the tender states.
