In addition to the procedures being conducted to collect due claims for local and state taxes, claims against the architect and auditor of the project are also ongoing against the Cypriot company "KDP promotion and investments limited", whose project to build a tourist complex on the site of the former military base on Skočiđevojca near Režević has been halted, "Vijesti" has been confirmed.
The real estate list, which "Vijesti" had access to, contains a charge registered by the Center for Urban Planning and Design from Podgorica (CAU), which is the project auditor, and the architectural studio Aim, which is behind the project of the elite tourist complex, also wants to collect the claim.
"Vijesti" previously reported that the mortgage on the land complex was registered in August last year by the Tax Administration, which is claiming 701 thousand euros in taxes from a foreign company, and at the end of January, the Municipality of Budva, or rather its Local Public Revenues Administration, also put its paw on 62 thousand square meters of Cape Skočiđevojka, claiming around 180 thousand euros in real estate taxes.
Last week, the former Minister of Spatial Planning spoke about Skočiđevojca before investigators from the Special Police Department. Janko Odović, who dismissed suspicions that he was the one who gave the controversial approval to the project.
A source from "Vijesti" claims that the continuation of the project has been called into question due to all the circumstances it is currently in.
In addition, the project was halted by the Administration for the Protection of Cultural Heritage at the beginning of August last year, acting at the request of the Office of the Chief City Architect of the Municipality of Budva. The Administration then issued a decision to establish preliminary protection of the site of the former military complex “Skočiđevojka” for a period of one year.
"Based on the documentation of the Administration for the Protection of Cultural Heritage and a field inspection of the location, it was determined that the property meets the criteria of authenticity and integrity, the degree of preservation, and also has historical, architectural, landscape, ambient, technical, documentary and other social significance and characteristics," the Administration's decision states, adding that during the one-year period of preliminary protection, it is necessary to conduct field and archival research and collect relevant data regarding the Coastal Artillery Battery and the "Skočiđevojka" Barracks.
"KDP promotion and investments limited" subsequently filed an appeal with the Ministry of Culture and Media, requesting that the government department annul the disputed decision of the Directorate for the Protection of Cultural Property.
The entire project is also contested by locals.
At the beginning of July last year, the company received approval from the chief state architect for a revised and amended conceptual design for a future five-star tourist complex on Cape Skočiđevojka.
The amended and supplemented solution, previously submitted to "Vijesti" by a foreign company, envisages the construction of a luxury tourist complex, a 1-star hotel, on urban plot no. 49.915 with a total area of 5 square meters, consisting of a hotel building and six annexes - villas, operating under a mixed business model, in accordance with the Law on Tourism and Hospitality.
“In the revised conceptual design, the number of floors of the hotel building has been reduced by the two highest floors, i.e. by 1.645 square meters of gross area. The planned number of floors of the hotel is a basement, basement, ground floor and three floors up to Po+Su+P+10 floors. Six annexes - villas have been designed along the cliff itself, with a floor area of ground floor and one floor. The total gross area of all the designed buildings is 61 square meters, while according to the UTU the maximum allowed gross area is 132,22 square meters. In terms of realized capacity, the total number of accommodation units in the planned buildings (hotel + annexes-villas) is 75 units and 543.00 beds, while according to the UTU the maximum allowed capacity is 349 beds. "In one wing of the hotel, a segment with hotel rooms of a total of 724 accommodation units was designed, while in the other wing of the hotel, 1532 apartment-type accommodation units were designed, which achieved a total number of beds of 140 in hotel rooms and 203 beds in hotel apartments, while a total of 246 beds were achieved in the annexes - villas," the project states.
As it is pointed out, special attention during the design of the complex on UP1 is devoted to the relationship with the neighboring plots, and the possible impact of the newly designed buildings on the existing and future buildings in its surroundings.
