The Ministry of Spatial Planning, Urbanism and State Property reacted to the article "Vijesti", published on the portal under the title: "Local government and citizens suspicious of the Bar Municipality's SPA: They want decentralization of spatial planning".

"In order to objectively inform the public, we are obliged to point out that the statements of the official of the Ministry of Spatial Planning, Urbanism and State Property - Marko Batrićević, given during the public presentation of the Draft Amendments to the Urban Development Plan of the Municipality of Bar, held on March 21, 2025, in the Great Hall of the Municipality of Bar, were incorrectly and incompletely conveyed, and that they may lead the professional and general public to the wrong conclusion.
"First of all, we point out that in no segment of the public presentation did Batrićević state 'that it is very important that citizens know that the Municipality of Bar will soon adopt its own SPA proposal when its jurisdiction is returned to it', and we add that such a transmission absolutely does not contribute to objective information of citizens, especially considering that Batrićević, on several occasions during the presentation, emphasized that the Municipality of Bar is obliged to adopt a new Spatial and Urban Plan of the Municipality in the coming period, in accordance with the new Law on Spatial Planning that entered into force on March 5 this year, which can be verified by viewing the complete video broadcast of the public presentation which is available on the YouTube channel of the Municipality of Bar.
"We also note that in paragraph 17 of the published article, Batrićević's statement, which followed the statement of the Mayor of Bar, was not transmitted in its entirety and in its original form, which we consider important, considering that Batrićević emphasized in his presentation that the Government of Montenegro adopted the decision to draft amendments to the Spatial Planning and Construction of Facilities of the Municipality of Bar in December 2022, based on the Law on Spatial Planning and Construction of Facilities, which has now been derogated, and that the Law on Spatial Planning, which entered into force on March 5 of this year, in its transitional provisions, defined that the drafting of planning documents initiated under the previous Law will continue according to the rules of that Law. On that occasion, he referred to the procedure for drafting the planning document that is the subject of public debate, pointing out that the Revision Council is involved in all phases of the plan drafting, which was also the case with the draft plan, and that it analyzes the plan's compliance with the Decision on Drafting and the Terms of Reference, as well as the rules of the profession. Batrićević He also pointed out that the Municipality of Bar had its representative in both the revision commission and the Working Team that prepared the Draft Plan, and announced that the suggestions of the Municipality of Bar would be taken into account, recalling that previously submitted suggestions by the Municipality had already been largely incorporated into the Draft Plan.
