The company Morsko dobro contacted the Police Directorate, indicating suspicions of possible irregularities in the implementation of tender procedures for the lease of locations on the Montenegrin coast.
"Namely, in certain cases it has been noted that individual bidders submitted bids with extremely high amounts of money, ranging from several hundred thousand to as much as six million euros, which many times exceed the starting prices and largely deviate from normal and realistic market values," said the Coastal Zone Authority.
Such offers, they claim, may aim to make the tender procedure meaningless, potentially launder money or favor certain bidders, which may cause direct damage to the interests of the Coastal Zone and Montenegro.
"There are clear indications that this way of participating in the procedure intentionally creates a situation in which, after the withdrawal of the bidder with an unrealistically high bid, the right to conclude the contract is exercised by the previous user, who offered only the initial price," said the Coastal Zone Authority.
This, as they stated, renders the realistic offers of other participants meaningless, violates the principle of competition and favors a predetermined person, which seriously compromises the legality and purpose of the tender procedure, and calls into question the efficient and responsible management of state assets.
Morsko dobro, according to its representatives, will not allow manipulations that could compromise the regularity of the tender and undermine trust in the work of the institution.
"As a responsible manager, we feel obliged to immediately report any suspicions to the competent authorities. If the bidders do not conclude the contract and do not pay the amounts within the stipulated deadlines, we believe that our suspicions will be confirmed, and in that case we will immediately submit all relevant evidence of any illegal actions," the statement said.
The Coastal State concluded that they remain committed to the principles of transparency, accountability and legality, announcing that they will take all measures to protect state property and the interests of the citizens of Montenegro.
