The Ministry of Spatial Planning, Urbanism and State Property issued a building permit to the Transport Administration on March 21st for the reconstruction of the Đurđevića Tara bridge. The bridge renovation is being carried out with a donation provided by the People's Republic of China, which signed an Agreement with the Government of Montenegro in 2018 regarding the reconstruction of the Đurđevića Tara bridge, and the legal basis for the start of the project is the conclusion of a grant agreement signed in December 2020. The agreement has the character of an intergovernmental agreement between the two governments. It defines that China will select a contractor, and that country will donate 7,05 million for the reconstruction.

The document also states that the permit was issued in accordance with the Spatial Urban Plans (SUP) of the Municipalities of Pljevlja and Žabljak, and that the investor is obliged, upon receipt, to display a sign at the construction site with information about the designer, contractor, investor, professional supervision, and authorized engineer.
