The Ulcinj Municipal Assembly expressed concern over the non-transparent procedure and the announcement that the company "Eagle Hills Properties", owned by the well-known investor Mohamed Alabar from the United Arab Emirates, could, with the blessing of the Government of Milojko Spajić, lease the Big Beach for 99 years.
At today's extraordinary session, where it adopted new conclusions, the Parliament also recalled those adopted on March 21st.
During the discussion, the councilors emphasized that "the extreme lack of transparency and haste of the entire process are worrying, which automatically indicates maximum caution and fear of the local authorities and the local community regarding possible negative consequences that, by implementing the planned intentions in the territory of the municipality of Ulcinj, could have on current and future generations."
They also say "that if all these positive effects for the state of Montenegro and the municipality of Ulcinj really exist, then we see no reason for the details of that Project, which is obviously in an advanced stage, to be hidden from the citizens of Ulcinj and Montenegro."
"The Ulcinj Municipal Assembly expresses great concern about the non-transparent procedure and recalls the Conclusions adopted at the extraordinary session of the Ulcinj Municipal Assembly on March 21.03.2025, XNUMX. Local authorities and citizens of Ulcinj demand the active involvement of the local community in defining the final framework for the future development of Velika Plaza, while adhering to the restrictions we have indicated, which relate to the permanent abandonment of Velika Plaza," the adopted conclusions emphasize.
The councilors said that any decision by the Government that would base future development on the entire Velika Plaza beach is absolutely unacceptable for the local government, the Ulcinj Municipal Council, and the local community.
"The Ulcinj Municipality Assembly views with extreme concern the agreement between the Government of Montenegro and the Government of the United Arab Emirates, which could lead to the suspension of certain laws of Montenegro and spatial plans and established procedures concerning the areas of Velika Plaza and the Municipality of Ulcinj, and we hereby express our absolute opposition. The Municipality of Ulcinj undertakes to inform the investor, the Embassy of the United Arab Emirates in Montenegro, and all other international institutions about these conclusions," the conclusions state.
