Montenegrin President Jakov Milatović said that the Agreement with the United Arab Emirates (UAE), which relates to tourism and construction, represents a violation of the law, as well as the Association Agreement.

He said that the question of criminal liability of all those in the state administration who approved this Agreement should be raised.

"As such, this agreement implies the repeal of some important Montenegrin laws and is fundamentally contrary to the Constitution of Montenegro... It is also problematic in the context of compliance with the Stabilization and Association Agreement with the EU," said Milatović.

The President of the state said that when it comes to the issue of the legality of the agreement itself, he was surprised and that "certain approvals that came from parts of the state administration are very problematic."

"I can certainly be part of criminal proceedings. Because some people from the state administration have signed something that is not true. I am referring to the Ministry of European Affairs and the Secretariat for Legislation, and criminal liability for negligent performance of work is being opened. Here, the responsibility lies heavily with the members of the Parliament because the legality of the same is being discussed. I don't know how we ended up in a situation where we are considering something that is illegal...".

He said that the responsibility lies not only with the Prime Minister, but with every member of the Government and MP in the Parliament who votes for the agreement.

"This is about key state interests that are in the form of illegal business. I expect a clear statement from the European Union when it comes to this matter. If the EU says that this is in line with its acquis, let us sign 20 such agreements," said Milatović.

Regarding the cooperation agreement with the UAE signed by Prime Minister Milojko Spajić, Milatović considers it to be ordinary, emphasizing that Montenegro has about twenty such signed agreements.
