Municipality of Bar: Comments sent to the Ministry on the draft PIP, to harmonize planning solutions

The Municipality of Bar announced that they have sent a letter to the Ministry of Spatial Planning, Urbanism and State Property with comprehensive comments and suggestions regarding the Spatial and Urban Plan (SUP) for that municipality.

"The letter requested that the plan developer specifically state and consider the possibility of changing the proposed solutions, especially in the part relating to the areas of Donji Murići, Gornji Ostros, Sozina, Ostros and Virpazar, and it was proposed that specific and directly applicable guidelines be established within the PUP for infrastructure and capital projects, as well as for local centers of strategic importance, which would accelerate development and avoid additional and lengthy processes of drafting new planning documents," the statement reads.

They also highlighted the need to harmonize the draft amendments to the Regional Development Plan with the Spatial Plan of Montenegro and, if appropriate harmonization is not achieved, to temporarily suspend further work on the document until strategically harmonized solutions are adopted.

"Certainly, one of the most important topics that has attracted special public attention relates to the planned route of the new railway track on the Bar–Virpazar section. The proposed solution passes through densely populated areas and, according to the situation on the ground, affects a large number of residential buildings of our fellow citizens, especially in the Bar IV and Bar V local communities. Justifiably concerned about their property and safety, citizens organized a petition signed by more than 3.500 people, clearly expressing opposition to such a planned solution. In its address to the Ministry, the Municipality of Bar paid special attention to this issue and requested additional analyses of the situation on the ground, as well as a review of the route with the aim of finding alternative solutions that will not endanger existing buildings or the quality of life of citizens," the statement reads.

The draft amendments to the Urban Development Plan for the municipality of Bar attracted significant public attention, and during the public debate, numerous citizens, experts, and the general public expressed their comments and concerns.

They said that the process of drafting the planning document sparked a broad social debate, "which is confirmed by the large number of comments and suggestions that were received during the public discussion."

"The local government remains consistent in its position that no strategic document, including the Spatial and Urban Plan, can be sustainable and fair if it does not reflect the real needs of our fellow citizens and if it does not take into account the reality of life on the ground. The Municipality of Bar, using all available institutional mechanisms, will be a reliable partner and protector of the interests of the citizens of Bar, while striving to ensure that planning solutions contribute to sustainable development, but also to the preservation of the space that belongs to all of us," the local government announced.
