The civic movement URA will file criminal charges against Prime Minister Milojko Spajić and unidentified persons for signing an agreement with the United Arab Emirates on tourism and real estate development.

This was announced at a press conference by URE leader Dritan Abazović, who stressed that he would file charges against other individuals in order to determine who participated in the preparation of this document, which, he claims, derogates from the Constitution.

"If the SDT does not find elements in these 11 pages of explanations that these people worked non-transparently, covertly to abuse their influence and position to reach an agreement and make a deal with a group they choose and probably individuals from the Government - suspending their legislation, then the legal order in Montenegro is truly dead," said Abazović, adding that the adoption of the agreement in the Parliament would open the way for subsequent Governments to do "even more brutal" things.

He emphasized that this agreement suspends the Protocol to the European Convention for the Protection of Human Rights and Freedoms, as well as the Constitution, because it plans to seize property from citizens without explaining the public interest and the exact location of the project.

He stated that the Democratic Party of Socialists also tried this in 2017 and 2018, but that it did not pass then.

"How can apartments for sale and condo hotels be of public interest, it is known that these are hospitals, universities, schools, highways. This can only be of public interest in a criminal government. These unidentified persons refer to everyone in the government who raised their hand for this agreement, and those who will do so today and those in the Legislative Committee. The Committee did not state that the agreement suspends several laws of Montenegro, they had to state that," he said, adding that abuse of office was committed in the Committee.

Abazović added that the Stabilization and Association Agreement is also being violated, because competition circumvention procedures can only be used in exceptions and due to unforeseen events.

"Only in cases of extreme urgency such as an earthquake. What are we talking about, giving away the best locations without a tender? What is the urgency? We have now announced several tenders for conceptual designs for the highway because it is in the public interest. That is why they do not want to wait for the opinion of the European Commission," said Abazović.

He claims that the agreements discriminate against domestic entrepreneurs and cause harm, and he also asked why the state provides infrastructure. He emphasized that the fields in Donji Štoj remained agricultural land because the state never gave them planning documents, otherwise there would be houses and villas there too...

"The state banned them, it didn't make plans, why? So that some Milojko Spajić, some PES parliamentary group, some DF and other options could come and say, people, everything you had here, we kept for the sake of our pockets and some people from the white world, who will come to take it away from you. And if you are dissatisfied, go to court," he pointed out.

Abazović also stressed that similar projects exist in Luštica and that apartments and property are being sold, and that he expects the SDT to take this into consideration. He claims that no one has ever gone this far before, in a non-transparent manner and through an urgent procedure, and that it should not matter whether the agreement is voted on in ten or 15 days.

"I cannot believe that amendments are being proposed to the signed agreement, because it would turn out that we were lying to people. The agreement was supposed to be ratified, but it cannot be changed later," he said, announcing that he would defend Velika Plaža with the citizens if that happened and that he did not want Ulcinj to be "turned into Gaza."
