Commenting on the agreements with the United Arab Emirates (UAE), which the Parliament will consider on Tuesday, he said that Montenegro has signed an agreement with a country for the first time in which that country participates in determining projects of public interest.

"For the first time, Montenegro is signing an agreement in which real estate development is treated as an area of ​​economic cooperation," Mugoša said on the social network X.

He added that the agreement on cooperation in the field of tourism and real estate development derogates from national legislation, namely the Constitution, the law on public procurement, state property and spatial planning.

"The aforementioned agreement calls into question EU standards, that is, our obligations on the EU path. Montenegro has many specific obligations - providing land, infrastructure equipment for the location, plans for agreements with the investor and issuing permits as soon as possible, while the UAE has only one clear obligation, which is to encourage investors," said Mugoša.

He also warned that there is no estimate of the potential huge financial burden on the budget due to the state's numerous specific obligations.

"The translation of the agreement into the Montenegrin language, which the Parliament decides on, opens up essential dilemmas compared to the agreement in English," Mugoša said, adding that there is no arbitration, which complicates the issue of potential disputes, because the UAE is exempt from Montenegro's disputes with the investor.

He reiterated that no one is against investments.

"Such and similar daily political manipulations have been clearly exposed in the past few days. The Constitution and national legislation, the interests of the local community, as well as obligations on the EU path must be respected," Mugoša concluded.
