The Delegation of the European Union (EU) to Montenegro has called on Montenegrin institutions to bring the public competition for the appointment of the President and two members of the Board of the Regulatory Agency for Energy and Regulated Utilities (REGAGEN) into line with the European directive and re-publish it.

The EU Delegation told the Mina-business agency that they had sent a letter to the Montenegrin authorities regarding the public call, which the Parliament published on January 21, which relates to the appointment of the president and two members of the REGAGEN Board.

"In the aforementioned letter, we called on the institutions to take the necessary corrective measures to bring the call into line with the obligations of Directive (EU) 2019/944 concerning common rules for the internal market in electricity, in particular Article 57(5)(e), and to republish it accordingly," the EU Delegation said.

The EU, as they stated, together with experts from the Energy Community Secretariat (EC), reviewed the conditions and criteria set out in the invitation.

Although the call prescribes the conditions that candidates must meet, it does not, as the EU Delegation emphasized, define the criteria on the basis of which their selection and appointment will be made.

"This omission is not in line with the obligations arising from EU membership, which include the adoption, implementation and application of all applicable EU rules in the areas of energy, environmental protection, competition and renewable energy sources, to which Montenegro, as a contracting party, committed itself by signing the Treaty establishing the Energy Community in 2005," the EU Delegation concluded.
