Although it has officially received it in the current Program of Temporary Facilities in the Coastal Zone, for the period until 2028, the Municipality of Tivat has not yet taken over the location in Donji Seljanovo, where the local government will build a new marina with communal berths for boats and ships of Tivat citizens on the site of the previous private marina "Porto In".
According to city leaders, it is uncertain when this will happen, because despite earlier announcements by the heads of the Ministry of Urbanism, Spatial Planning and State Property, or JP Morsko dobro, that everything regarding beaches and temporary facilities on the coast will be completed in time for the start of the season, this state-owned company has not yet announced a tender for the lease of all locations for temporary facilities in the coastal zone.
"Although the Government, in adopting the new Program of Temporary Facilities in the Coastal Zone for 2028, accepted our requests, determined that the location in Donji Seljanovo be ceded to the Municipality of Tivat for a marina for communal berths, four anchorage locations in the Tivat Bay also be entrusted to the Municipality for management, and that the Municipality should be given the parking location at Tivat Airport, we have not yet been in a situation to take over these locations and start equipping and bringing them to their intended purpose in time for the upcoming peak season. This is because, regardless of the fact that the Government has ceded these locations to us, the Coastal Zone claims that they must first conduct a tender for these temporary facilities and formally complete that procedure," said the Mayor. Željko Komnenović, who also spoke about this to the councilors at the last session of the Municipal Assembly last week.
He pointed out that the slow procedures implemented by Morsko dobro have put the Municipality in a hurry to finally start solving some of the pressing problems, such as the lack of utility berths, parking spaces at the airport, or the chaos that reigns at sea in the Tivat Bay in the summer, where yachts anchor in all possible places, and not just the three locations designated, permitted and marked on nautical charts, east, north and northwest of the island of Sveti Marko, or south of that island, which the Municipality intends to take over and introduce a fee for anchoring and other services that it will start offering to yachts here.
The only partial progress so far has been the fact that the previous private lessee of the "Porto In" marina location in Seljanovo, after receiving the report from the Coastal Administration, acted on the order and, to the greatest extent possible, has in the meantime removed all existing facilities from that location, except for the mooring pontoons on which vessels that paid the previous lessee for berths are still moored.
Komnenović explained that only after Morsko dobro formally conducts a tender for the location will the Municipality be in a position to announce tenders for the procurement of furniture and equipment that need to be placed there in order to bring this location to its intended purpose.
"According to the Temporary Facilities Plan, pontoons, a toll booth and several other facilities are planned for the new municipal marina in Seljanovo. However, we are aware that all of this takes time, and due to the slowness of the procedures implemented by the Maritime Administration, it is certain that we will be late with all of this compared to the period when everything was supposed to be ready for this season," said Komnenović.
He stated that "there is a real danger that we will be engaged in the installation of pontoons in the middle of summer, which is a situation that we could and should have avoided."
"There is also an internal procedure through which we need to entrust the management of the new marina to the Municipal Enterprise doo Tivat, which is another process that should have been completed earlier," the mayor emphasized.
The Municipality of Tivat will pay around 70.000 euros annually to Morski dobro for the use of the location of the new municipal marina in Seljanovo, which should at least partially alleviate the problem of the missing 300 berths for small boats and vessels for sports and recreation of the local population, which is how many berths Tivat currently lacks, according to current estimates.
