Hotel "D" with annex "E" in Kolašin, which is being built according to the condo business model and was included in the List of Development Projects in September 2020, according to the Ministry for Regional Development and Cooperation with NGOs, has been completed.
The bank guarantee that the investor, the company "Ski Resort - Kolašin 1450", submitted to the Government is valid until June 30th of this year. The hotel is being built on Bjelasica, near the ski slopes, on a plot owned by the investor, within the Kolašin 1450 mountain resort.
"The government has adopted seven semi-annual information reports on the independent controller's findings of fact regarding the implementation of the project to build Hotel 'D' with Annex 'E', according to which, since its inclusion on the List of Development Projects in the Field of Tourism, as of March 24 last year, total investments in the amount of 15.447.000 euros have been confirmed," the ministry told "Vijesti".
They remind that according to the submitted business plan, it was determined that the construction of the hotel “D” with the annex “E” will be carried out according to the condo business model. The investment is planned to build a hotel with 116 accommodation units, or 272 beds. The intention of the investors, as stated in the Ministry, is to enable the employment of 61 people through the implementation of this project. The estimated value of the investment is 7,98 million euros including VAT.
As stated in the latest report of the independent auditor, representatives of the Ministry of Economic Development visited the location where the hotel was built in March last year and noted that work had been carried out on the ground, namely that the interior of the building, final carpentry work, cladding and painting of rooms, hallways and apartments were underway.
"During the site visit, investor representatives reminded us of several outstanding issues that affect the planned completion date and the hotel's commissioning, such as the undeveloped water supply infrastructure, the problem of supplying the facility with electricity, and the access road to the facility," the report states.
The company building this facility did not respond to "Vijesti"'s questions regarding the dynamics of the project's implementation, as well as any possible difficulties with the infrastructure that could delay the hotel's opening.
Within the same mountain center, as the Ministry says, another hotel from the List of Development Projects is planned to be completed in September this year, also using the condo business model. This is the “Bjelasica 1450” hotel, which is being built by the company of the same name, owned by “Zetagradnja”, a businessman Blagota Radović.
The company "Bjelasica 1450" was founded six years ago by the company "Ski Resort - Kolašin 1450", whose owner, through several companies, is a businessman Zoran Bećirović. He contributed about ten thousand square meters of land on the ski resort to the new company. After its establishment, according to data from the Commercial Register, on December 2, 2019, the company “Bjelasica 1450” was recapitalized with 4,98 million euros. The company “Zetagradnja” purchased the company from Bećirović on January 20, 2020, and the same year the hotel was included in the List of Development Projects.
For the construction project of that facility, the Government, by September 15, 2024, as stated in the relevant ministry, adopted nine reports from an independent controller.
"According to the reports of the independent controller, a total of 15 euros were invested in the construction of the hotel, from its inclusion on the List of Development Projects in the Field of Tourism, up to and including September 2024, 17.300.724. During the last reporting period, the interior furnishing of the hotel units was carried out, as well as works on the arrangement and furnishing of other internal hotel rooms. According to the construction schedule, the planned completion of the works is September 2025, and in the following period, in accordance with the reports of the independent controller, the exact date of completion of the project will be determined," the Ministry stated.
The bank guarantee for the construction of the “Bjelasica 1450” hotel is valid until the end of October this year. This hotel is also planned according to the condo business model. It will have 168 units, and the investor intends to employ 96 people.
Two weeks ago, Radović told "Vijesti" that the opening of the hotel was conditional on the construction of basic communal infrastructure, which is lacking on Bjelasica. As he said, since he started building the hotel in 2020, "at the location of the 'Kolašin 1450' ski resort, nothing has been done in terms of infrastructure to date."
"I built the hotel, signed a contract with the renowned brand 'Radisson Blu', which is coming to Montenegro for the first time and from which we received a franchise for a hotel of the highest category. Now we are facing a situation where the agreed deadlines for opening the hotel are expiring and we are threatened with termination of the contract, because we cannot open the hotel - there is no water, electricity or sewage. Just imagine having to explain to such an international brand that you cannot open a hotel because in the 21st century, in a tourist town, there is no basic infrastructure," he points out.
For two years, Radović claims, they have been providing and paying for pellet heating, in order to prevent deterioration and damage to the installed equipment. According to him, if the infrastructure issue were resolved, the hotel could be fully equipped and put into operation in a maximum of 90 days.
