The Ministry of Finance has begun preparations for amendments to the Budget Law for 2025, which, according to information received from that department, predominantly relate to technical corrections in accordance with the new organization of state administration and improvements to the capital budget.
The changes are, among other things, conditioned by the formation of new ministries and the need to provide a legal basis for the implementation of capital projects, but will not include changes to fiscal and macroeconomic assumptions or key budget indicators.
"Amendments to the Budget Law are being prepared and will be submitted to the Government for further decision-making in the near future. The subject of the amendments predominantly relates to technical corrections, bearing in mind the recently adopted Amendments to the Regulation on the Organization and Mode of Operation of State Administration, which define new spending units - the Ministry of Public Works and the Ministry of Energy and Mining, which, in accordance with the same, are formed by taking over the responsibilities from the Capital Projects Administration and the Ministry of Mining, Oil and Gas and the Ministry of Energy," the Ministry of Finance, headed by Minister Novica Vuković, explained to "Vijesti"
In addition to the above, within the capital budget, based on finalized project documentation, corrections are being made, according to the Ministry of Finance, in the explanation of certain capital projects in order to create a legal basis for issuing public calls and starting their implementation.
"According to the above, the amendments to the Budget Law for 2025 do not correct macroeconomic and fiscal assumptions and projections, and there are no changes to key fiscal indicators," the Ministry of Finance said.
This year's budget plans budget revenues of 2.886 billion euros, which is 2024 million euros or 102% higher than planned for 3,7. Budget expenditures are planned to be 3.164 billion euros. The budget deficit is projected at 278 million euros, which is about 42 million more than planned in the 2024 budget. The capital budget is planned at 280 million euros, which is 40 million more than last year. 820 million euros are planned for debt repayment, of which 56,78 million are to residents (domestic creditors) and 764 million euros to non-residents (debt to foreigners).
To finance budget obligations, the Ministry of Finance issued government bonds in the amount of 850 million euros at the end of March.
On February 7, MPs adopted this year's budget, as well as a decision on borrowing, in the Parliament. The adoption was delayed due to the opposition's blockade of the parliament.
