According to the mission's assessments, Montenegro is ready to enter the Common Transit Procedure, which represents a significant step towards integration with the European customs system and strengthening international trade ties, the Customs Administration (UC) announced.
"Business entities will benefit from the new system in many ways, as it enables faster implementation of transit procedures, reduces the detention of goods at borders, as well as transport and freight forwarding costs, thus creating more favorable conditions for market operations and encouraging the development of a competitive and stable economic environment in Montenegro," said representatives of the Administration.
They added that the Customs Administration, after successfully implementing a pre-monitoring mission in January, hosted the final monitoring mission this week.
The mission, as explained, was conducted by representatives of the European Commission (DG TAXUD) and the member states of the Convention on a Common Transit Procedure, with the aim of a comprehensive evaluation of the system's compliance and operational readiness of Montenegro for accession to the Convention.
"The electronic system enables simple submission of declarations, faster flow of goods and greater legal certainty. Thanks to the single transit document, goods will be able to move through the 36 member countries of the Convention without additional obstacles, thus raising the modernization of the customs information system to a higher level," the UC said in a statement.
They added that with the support of European consultants and the European Commission, new GMS guarantee and risk management systems have been developed as part of the NCTS development project, thus securing the financial interests of the state.
During the monitoring mission, representatives of DG TAXUD visited the Customs Administration, the Danilovgrad Customs Office, and the Danilovgrad Feed Factory, where they positively assessed the readiness and expertise of customs officers for the implementation of NCTS. They also held a meeting with representatives of banks, companies, and the Freight Forwarders Association at the Chamber of Commerce.
