The Union of Municipalities of Montenegro (ZOCG) announced today that it has submitted an initiative to the Ministry of Labor, Employment and Social Dialogue for amendments to the Labor Law.
"The initiative specifically highlights issues related to the exclusion of the obligation to pay for certificates of medical fitness of candidates in procedures based on public competitions and advertisements, more precise regulation of the election of directors of public institutions and companies, more efficient delivery of documents to employees, equal treatment of local officials in exercising the right to suspension of employment, removal of ambiguities in the authorizations for signing sectoral collective agreements and elimination of formal gaps in disciplinary proceedings," the statement states.
The ZOCG added that the proposed changes are based on actual practice and specific cases that have led to court disputes, the annulment of collective agreements, and reduced legal certainty and functionality in the work of local and state administration.
"We believe that these issues deserve the full attention of the competent ministry, as there is a clear public interest in resolving them in a timely manner. The initiative is aimed at modernizing and improving the legal framework so that it is in line with the real needs of the labor system and public administration," the ZOCG said, stating that they expect feedback on further action on the submitted initiative.
