The Municipal Company Parking System Tivat (PST) did not comply with its Work Plan and Program for this year when it failed to participate in the tender recently announced by the Public Enterprise Morsko dobro for the lease of a "temporary parking lot" on Šetalište Seljanovo Street in Seljanovo, near the location of the future city marina for municipal berths.
This stems from what was proposed by the executive director of PST Snežane Vukosavović Novosel (New), written in the company's work program for 2025, which was adopted by the company's Board of Directors, approved by the relevant Secretariat for Transport and Housing and Communal Services, and adopted by the councilors of the Municipal Assembly at the session held on April 16.
"In 2025, DOO Parking servis plans to continue with initiatives to expand capacity, especially in the segment of general parking lots, and especially in the Seljanovo part, in order to participate in a generally acceptable manner in solving the city's long-standing traffic problem, namely the regulation of stationary traffic, which we expect after resolving property-legal relations and entrusting them to the Municipal Assembly. We also plan to continue with initiatives towards Morsko dobro in the area of taking over the management of part of the parking lot in Donji Seljanovo, for which we have already sent it," it is written in the Annual Program for Performing Utility Activities with the Financial Plan for 2025 of DOO Parking servis Tivat, which was drafted on December 9th last year.
The Coastal Zone recently, after a tender, issued a parking space to the private company “Corleone” from Tivat in front of the location of the private marina with paid moorings for yachts, which has since been closed at the request of the Municipality, on Šetalište Seljanovo Street. In this way, the Municipality, which, after a long period of insistence with the Ministry of Spatial Planning, Urbanism and State Property, i.e. the management of the Coastal Zone, managed to finally obtain the location of the former marina “Porto in” for its needs with much effort and should soon start installing communal moorings for boats of the local population at that location, was put in an awkward situation because it was practically left without parking space in the immediate contact zone of the new city communal marina.
A private tenant of a location where there has been a public parking space for decades that has been used free of charge and built by the Municipality, can now, according to the terms of the tender conducted by Morsko dobro, charge for parking. At the same time, the city of Tivat has a chronic shortage of public parking spaces, especially those that are in a more or less regulated mode of use through the municipal company PST.
The article in “Vijesti” about this case caused a controversy between the Coastal Zone and the Municipality, as the PE accused the Municipality of “incompetence, passivity and lack of promptness of certain local structures”, emphasizing that when giving its opinion on the draft amendments to the Program of Temporary Facilities in the Coastal Zone at the end of last year, the Municipality did not request location 5.62 for itself, where the disputed parking lot is located, nor did it participate in the tender for its lease. The Municipality responded by claiming that the Coastal Zone is acting against the interests of coastal municipalities, leasing out their city infrastructure, and that the PE is using various mechanisms “by which you have excluded coastal municipalities from the position of making decisions about their own coast.”
Considering that the Ministry has adopted the controversial Plan for Temporary Facilities in the Coastal Zone, which has turned the location where there has been a free public parking lot for decades into a "temporary parking lot", the President of the Tivat Municipal Council has also joined the public controversy. Miljan Marković, tried to protect Vukosavović Novosel, stating that "the omission (in relation to ensuring that the location of the disputed parking lot belongs to the Municipality) did occur, but not by the Parking Service, nor its director, but by the municipal administration and the Mayor of the Municipality personally." Željko Komnenović".
After the head of the Tivat parliament, the director also publicly argued with the Municipality and categorically rejected everything. She stated that the PST bears no responsibility.
"The PST does not provide or forward opinions on the Program of Temporary Facilities in the Coastal Zone. This is done by the Municipality, or rather the competent bodies of the Municipality... Therefore, we cannot be held responsible for the fact that the parking lots in the zone of the future city marina in Donji Seljanovo are not planned as areas "for the needs of the Municipality of Tivat" and are therefore not defined in the Program of Temporary Facilities," she stated, adding that in October last year, the company "on its own initiative, just like a responsible company that is thinking about expanding its capacities and improving the quality of services," submitted to the JP Morsko Dobro "an initiative in which we expressed our readiness and interest in taking over the management of the parking lots in Donji Seljanovo."
"Unfortunately, we do not have any information as to why this initiative was not accepted or included in the Temporary Facilities Program, which was sent to the Ministry, or rather the Government of Montenegro," Vukosavović Novosel pointed out, without explaining why PST did not apply for the Coastal Zone Authority's tender to lease the location.
The director of PST, in a public controversy with the Municipality as the founder, stated that "the aforementioned parking lot was not designated as a location "for the needs of the Municipality of Tivat", and therefore neither the Municipality nor our company participated in the Public Call announced by the JP Morsko dobro on March 6, 2025, which lasted 22 days."
"We only found out about the existence of that call later, or recently, when it was completed, and we had neither prior notification nor consent from the founder's representatives for possible participation in the public call," Vukosavović-Novosel pointed out, adding that unlike that case, she received input and consent from the Municipality for PST to compete in the second tender for the lease of a parking lot at Tivat Airport, which PST ultimately won.
Morsko dobro: They should have competed like Kotor did
In a letter sent to the Municipality by Morsko dobro in response to its objections, the PE confirmed that PST should have competed in the tender for the lease of this location, since in the Amendments and Supplements to the Program, which the ministry had in the meantime adopted, this location was not designated for the needs of the Municipality. Morsko dobro informed the local administration that therefore "the public invitation could not have been published with a condition that the Program does not contain."
"The municipality certainly had the opportunity to participate in the public tender as a bidder, as was exercised by, for example, the Municipality of Kotor through the company founded by it to participate in public tenders for temporary parking lots on the territory of the Municipality of Kotor...", it is written in the response of the Coastal Zone to the Municipality, noting that the tender was conducted legally and that they do not have the opportunity to subsequently cancel it and take it away from the private individual to whom they leased it.
