The Transport Administration has announced a tender worth almost one million euros for the development of technical documentation for a new 15-kilometer-long highway, planned from Pošćenje to Brezna. This route would be built across the borders of the municipalities of Šavnik and Plužine, and would connect the Jasenovo Polje-Plužine road with the Šavnik-Žabljak section.
The tender for this job will last until July 10th, and its estimated value is 992.000 euros, while the company whose bid is selected will have two years to complete the project.
The project documentation states that the Pljevlja-Žabljak-Šavnik-Nikšić highway is another important route for north-south travel, and that the Jasenovo polje-Šavnik route is extremely busy, but also has more curves and serpentines. Therefore, as it says, a more rational Pošćenje-Brezna road was planned, which would shorten the existing one by 15 kilometers. This tender sought a conceptual design, preliminary design and main design.
It is emphasized that this is a completely new highway that would connect to the existing one in Petnjica and Brezne.
"The purpose of developing a conceptual design and project is to determine, from the point of view of economic, functional and technical requirements, as well as environmental protection requirements, the optimal variant of the route, retaining or cladding walls, viaducts, overpasses, underpasses and tunnels, the construction method, characteristics and estimated value of the works. In the phase of developing the conceptual design, the designer is obliged to process three variant solutions of the route. After adopting the conceptual design, it is further developed through a conceptual design. In the phase of developing the conceptual design, the designer is obliged to process at least two alternatives of the adopted solution of the road route, in order to obtain the microlocation of the most optimal position of the route," the document states.
This tender can be submitted by companies that have already designed the main projects of a new highway, expressway, main road or regional road, at least five kilometers long, while the construction project of the bridge must be submitted by those that have experience in designing a new road, railway bridge or viaduct - the span of which was not less than 50 meters. The same applies to the tunnel, the design of which will have to be done by a company that has designed tunnels longer than 200 meters.
The urban planning and technical requirements for this project were issued by the then Ministry of Sustainable Development and Tourism in October 2019. In April 2022, the Environmental Protection Agency also said that this highway would require an environmental impact assessment study, as tunnels, viaducts, and bridges are planned as part of the project.
