Montenegro has 14.752 directors and managers, as well as 56.518 experts and artists, according to data from the 2023 Population Census relating to occupations and activities, published in a report by the Statistical Office of Montenegro, Monstat.
In the youngest municipality of Zeta, once the largest agricultural center in Montenegro, 222 directors live, while the number of people working in the agricultural sector is 206.
Of the total of 248 thousand employees, directors and managers make up six percent, and with experts and artists, it is almost 30 percent of the total number of employees. According to the methodology, experts are persons with higher education, whose job position is defined as a professional person.
Statistical definition of occupation
Monstat states that data on occupations from the census were collected and processed according to a methodology in line with international standards, recommendations of the Conference of European Statisticians, regulations of the European Parliament and the Council of the European Union on population censuses, and in compliance with the European Statistics Code of Practice.
Data on occupations and activities refer to employees and were collected on the basis of a statement.
“The term ‘occupation’ refers to the type of work a person performs at a workplace. ‘Type of work’ is described by the main tasks and duties at work. An occupation is a set of jobs and work tasks (jobs) that are so similar and interconnected in terms of their content and type, organizationally and technologically, that they are performed by a single person who possesses the appropriate knowledge, abilities and skills.
For example, a person who graduated from the Faculty of Economics is a graduate economist by profession. If he works as a statistician or trader, his occupation is a statistician or trader, respectively," Monstat stated.
They also say that occupation is determined independently of the activity of the company in which the person being counted works, and that for the purpose of international comparability, for the purposes of data dissemination and preparation of data tabulation, data are grouped in accordance with the International Standard Classification of Occupations (ISCO 08).
Most directors in Podgorica, fewest in Petnjica
The largest number of directors live in Podgorica, 5.936, which is 40 percent of their total number, followed by Budva, 1.368, Herceg Novi, 1.058, Bar, 1.005, Nikšić, 972... There are also directors in small, underdeveloped municipalities, such as Mojkovac, 68, Plav, 50, Andrijevica, 41, Gusinje, 38, Šavnik, 21, Plužine, 17, and the fewest in Petnjica, 13.
The largest number of experts and artists is also in Podgorica, almost half, 25 thousand, followed by Nikšić with 5.365, Bar with 3.408, Budva with 2.829... and the smallest number is in Šavnik, where 70 live, Petnjica with 97, and Plužine with 102.
Of the total number of employees, 248 thousand, 83,5 thousand live in Podgorica, which is a third or 33 percent. There are significantly more directors, experts and artists in the capital than that percentage for the total number of employees.
The most numerous occupation on the list was worker in services and trades, 57.286. There are 16 thousand of them in Podgorica, six in Nikšić and five thousand in Bar. The fewest workers in trade and services are in Šavnik and Petnjica, 123 each, and Gusinje, 151, Plužine, 192, Andrijevica, 252...
The most numerous experts in Podgorica, Gusinje and Rožaje
This group of occupations is the most numerous in most municipalities, except in Podgorica where there are 10 thousand more experts and artists, in Gusinje where there are also more experts and artists, in Petnjica where the most occupations are in agriculture and forestry, as well as in Rožaje where there are the most experts and artists.
According to this census data, Montenegro also has 37 thousand professional associates and technicians, of which the most are in Podgorica, 14 thousand, and in Nikšić, 3.145.

In the census, 18.112 people listed their craft occupation, of which 4,5 thousand in Podgorica, two and a half in Nikšić, and one and a half thousand in Bar and Bijelo Polje each.
There were 18.280 citizens who declared themselves as plant and machine operators, assemblers and drivers, of which 4 thousand were in Podgorica, 1.300 in Nikšić, 1.182 in Bar...
This methodology also includes simple occupations, which 15.305 citizens have, military occupations, 1.623, while there were 1.688 citizens who did not answer about their occupation.
Women are more numerous among experts, in administration, and trade, and a minority among directors.
Of the total number of employees, which is 248 thousand, men make up 53,8 percent and women 46,2 percent.
Of these ten occupational groups, women outnumber men in four categories.
In the group of experts and artists, women make up 60,2 percent of the total number of employees. That is, out of 56,5 thousand, there are 34 thousand women and 22,5 thousand men.
In administration, women make up 57,2 percent of employees, or 12,7 thousand, and men make up 9,5 thousand.
Women are more numerous in trade and services - 30,5 thousand, while men are 26,7 thousand.
Even in the group of simple occupations, women make up the majority, there are 8,8 thousand of them, compared to 6,5 thousand men.
In the group of directors and managers, women make up 36,5 percent, or 5.378 of them.
Women are greatly underrepresented among military occupations, where there are 185 or 11,4 percent, among craft occupations, nine percent, or 1.653, as well as among plant and machine operators, assemblers and drivers, 4,3 percent, or 782.
