The President of the Europe Now Parliamentary Group, Vasilije Čarapić, said that the mandate of Zoran Jelić, Chairman of the Senate of the State Audit Institution (DRI), expired by force of law in May last year, which is confirmed by official data from the Pension and Disability Insurance Fund (PIO).

"According to the current Law on the State Audit Institution, the legal consequence of exercising the right to an old-age pension is the termination of the function by force of law. In the case of Jelić, the Pension and Disability Insurance Fund explicitly submitted information that he acquired the right to an old-age pension in May 2024, which means that he ceased to meet the requirements for performing the function of a member, or President, of the Senate of the State Audit Institution. However, although Jelić's function ceased by force of law more than a year ago, he continues to present himself as the President of the Senate of the State Audit Institution, referring to the Law on Civil Servants and Employees, which is not a technical omission or legal error, but a conscious violation of the law that casts a shadow on the work of the highest audit institution in the country," Čarapić stated.
He thinks it's scandalous. the fact that other members of the Senate of the SAI, including the president of the Lawyers' Association Branislav Radulović, have been taking no action for a year.
"They respect the law of silence and do not respect their own law, even though they have enough legal knowledge to know that they have an obligation to inform the Parliament about the termination of Zoran Jelić's office." "The DRI, which is supposed to protect legality, is today protecting the position of a former high-ranking member of the DPS without any legal basis, repeating the same negative practice that accompanied the case of Dragana Đuranović, a judge of the Constitutional Court with a DPS membership card," said Čarapić.
He said that the law must not be applied selectively, that if it applies to all citizens, it must also apply to Jelić.
"Individuals from the former regime who are used to privileged rules applying to them must understand that the time for abuses is over and that we will not allow them to violate the legal order of Montenegro," said Čarapić.
